The general amnesty law awaits the Speaker of Parliament

In a statement, the first of its kind issued by the highest sovereign position in the country, the President of the Republic, Abdul Latif Gamal Rashid, acknowledged the presence of large numbers inside Iraqi prisons without charges, stressing the end of the prisoner file and the release of those whose sentences have expired.
Rashid confirmed that the Presidency of the Republic is determined to release those whose sentences have expired, expressing his regret at the presence of large numbers of prisoners inside Iraqi prisons without charges being brought against them, hinting that he is very keen to implement the Iraqi constitution in all areas of life to block the way to any attempt. To monopolize power.
In turn, member of the Legal Committee, Arif Al-Hamami, denied the committee’s knowledge of this matter, adding that the general amnesty law is awaiting the election of a Speaker of Parliament to approve it.
Al-Hamami told Al-Sabah: “It is not permissible to keep a detainee without charges, and we call on every detainee to submit an objection or request to the parliamentary legal committee.” He added, “We have no knowledge in the legal committee of such a matter. We constantly visit prisons and seek to approve the general amnesty law.” . He continued, "The general amnesty law was postponed until a speaker of Parliament was elected to ensure political consensus," and indicated that "there is disagreement over the definition of terrorism, and a general amnesty law is approved with the formation of each government," revealing that "the law excludes drug traffickers and premeditated murder that requires... To the concession of the victim’s family and the perpetrators of clear terrorist operations.”
For his part, the academic and researcher in political affairs, Dr. Muhammad Daham said that the general amnesty law is subject to political bargaining, reminding that the law must be compatible with the transitional justice law.
Daham told Al-Sabah: “Since the general amnesty law was proposed, it has been subjected to political bargaining, and has not seen the light of day for more than ten years.” He added that “the talk rises at the time of elections and the formation of governments and then subsides,” stressing that “the law must either be approved correctly.” Or it will be canceled and the discussion about it will be forgotten.”
He added, “The amnesty law must be consistent with the general transitional justice law, otherwise it will be emptied of its content.” He said, “A general amnesty law was passed a few years ago, but only 5 percent of the convicts benefited from it.”
