Mr. Masoud Barzani visited Baghdad yesterday after an absence of six years and met with many politicians there, most notably Prime Minister Mohammed Shia al-Sudani. Those he did not meet yesterday will meet with them today.
Kurdish politicians and commentators, before the Arabs, described the visit as important and necessary in its timing as well as in the files discussed in it. Most of these files are pending and beset by many and complex problems to the extent that those in charge of them were constantly forced to postpone them to a later time so that the disagreement over them would not result in crises. A file suspended on the waiting shelf has lesser consequences than an intractable crisis on the table.
Most of what will be raised is primarily economic, with the issue of localizing employees’ salaries in the region at the forefront, in addition to matters related to oil production and export, but the security concern will not be far from the talks either, especially after the recent Turkish movements on the border.
Observers agree that Mr. Al-Sudani’s government, since its formation, has removed the obstacles that stood in the way of Arab-Kurdish dialogue, and that the region is dealing positively with the center, citing as evidence the recent Kurdish position on the American insults that targeted the Iraqi judiciary.
On the other hand, the signals issued from the capital, Baghdad, were encouraging for the resumption of a postponed dialogue, including the statement issued by the Federal Court yesterday explaining the mechanism for localizing the salaries of the region’s employees in a way that guarantees the freedom of these employees to localize their salaries in any bank they want, an explanation that was met with satisfaction and acceptance by the Kurdistan government, and I think that this satisfaction and acceptance were a prelude to this important visit. It is
no secret that a great deal of lack of trust was casting its shadow over the relationship between the center and the region due to the ambiguity and sensitivity of the controversial issues, but Al-Sudani and his government worked to restore and strengthen this trust, as he stated yesterday, “We have made significant progress in building trust between the federal and regional governments, and we have overcome the inherited problems. The regional situation and its developments were present in the meeting.”
Rebuilding trust and building on it are indispensable for the continuation of Iraqi political work, because the Kurds in general, and the Kurdistan Democratic Party led by Mr. Barzani, are a fundamental and effective partner in the work and stability of the state.
