Rashid Al-Saadi, a member of the Board of Directors and official spokesman for the Baghdad Chamber of Commerce, confirmed that the meetings of the Federation of Chambers of Commerce held in Erbil resulted in “major understandings” between the center and the Kurdistan Region to overcome the problems facing commercial work.
Rashid Al-Saadi said: On Saturday (October 12, 2024), “There is no misunderstanding between the Kurdistan Region and the center. On the contrary, there is a very great understanding, especially since I visited the Duhok Chamber of Commerce as part of an official delegation, and before me there was a visit by an official delegation to the Erbil Chamber of Commerce, and these topics were discussed.”
He added, "We held a meeting and discussed these matters, and currently we have minutes in which we will record the observations," indicating, "We have an upcoming meeting and other decisions regarding overcoming the problems between the region and the center."
The official spokesman for the Baghdad Chamber of Commerce explained that “when the state makes decisions, it does not base them on a vacuum, but rather on the existence of a certain basis for problems and solutions to these problems. Issuing a decision by the center does not mean that it is a misunderstanding, but rather it is an organization of trade,” noting that “many goods used to come to Kurdistan, whether Turkish or non-Turkish, and were replaced with local packaging on the basis that it was a local production, and then they used to enter the center and the south.”
“This cannot be the case under any circumstances, because they are foreign goods and may be spoiled, contaminated, unhealthy, or not conforming to Iraqi specifications, and this is a very big problem,” he stressed, adding: “As for customs, their imports must enter the central government, and this is a decision taken by the Federal Court, meaning there are no problems, but rather decisions taken that must be implemented by both parties.”
Al-Saadi explained: “We are present now, as happened in the meeting of the Federation of Chambers of Commerce Council in Erbil, in the presence of officials and the head of the Council of Ministers in the Kurdistan Region, and it was agreed to overcome all these obstacles. We are now moving forward, and although it is not possible to end all the problems, we can end a certain problem, and another problem may emerge in the future, and so on.”
He stressed that “there is a complete understanding and full communication with the Kurdistan Region, Customs and Tax Departments,” noting that regarding foreign transfers, “we have a meeting next Monday, and if the brothers in the Kurdistan Region wish to do so, they can inform us by phone and provide us with the names to come to the Baghdad Chamber of Commerce at 11 a.m. in the presence of the Central Bank, banks and relevant officials, to discuss foreign transfers and the problems that businessmen suffer from, whether in the Kurdistan Region or in the center, at the level of the center and south and in all the governorates of Iraq.”
Al-Saadi pointed out that “the Baghdad Chamber of Commerce is now working like a beehive to solve all problems and to take into account all suggestions and opinions that come from the center, the south, or the Kurdistan Region,” noting that “there is complete understanding between these professional organizations.”
Regarding the standards for examining goods entering Iraq, the official spokesman for the Baghdad Chamber of Commerce said, “Within 72 hours as a time limit for the goods entering, they must be examined and conform to Iraqi specifications, and then their entry is permitted. If they do not conform to Iraqi specifications, they will not enter.”
Al-Saadi added: “There will be high coordination with the Erbil Chamber of Commerce and rapid communications to solve problems and make decisions on issues related to the Ministry of Commerce, the Ministry of Finance, or the General Secretariat of the Council of Ministers.”
Al-Saadi concluded by saying, “The Baghdad Chamber of Commerce, through the Federation of Chambers of Commerce, has direct and fast communication channels to overcome all obstacles facing businessmen, whether in the Kurdistan Region, in the center, or in the south, through coordination with every relevant party.”
