Parliament is close to electing its new speaker

The House of Representatives is close to setting a date for a session to elect a new speaker, after a nearly two-week hiatus from holding sessions. This comes within the framework of demands from the presidency and the "Coordination Framework" to resolve the long-awaited file. The political arena is also witnessing intensive efforts by parliamentary blocs to reach a consensus on the candidates for the position, amid expectations that the vote will be held soon.
The "Coordination Framework" called on members of the House of Representatives to "hold a meeting next Saturday to decide on the presidency of the council, and put an end to the vacancy of this important position throughout the past period," following a meeting held the night before last, Monday, in the presence of Prime Minister Mohammed Shia al-Sudani.
President of the Republic, Abdul Latif Jamal Rashid, stressed yesterday, Tuesday, the necessity of deciding on the selection of the Speaker of the House of Representatives.
A statement by the media office of the President of the Republic stated that "the President of the Republic received the head of the State of Law parliamentary bloc, Yasser Al-Maliki, and the President of the Republic stressed during the meeting the necessity of concerted efforts to decide on the selection of the Speaker of the House of Representatives, in a way that enhances his legislative and oversight role, as well as approving laws that facilitate the government's work in establishing security and stability, and its efforts to activate the service aspect."
For their part, members of the House of Representatives who spoke to Al-Sabah indicated that the first session of next week will be devoted to electing the Speaker of the House of Representatives.
Member of Parliament, Zaytoun Al-Dulaimi, told Al-Sabah: “A session was supposed to be held to elect a Speaker of Parliament long before this time, and the meetings and dialogues are still ongoing.”
She explained that "the delay in electing the Speaker of the House of Representatives was due to the regional elections, and many of the representatives have efforts in the region, commitments and work, and the elections have ended, and the first session will be allocated at the beginning of next week to elect the Speaker of the House of Representatives and confirm the electoral entitlement."
Contrary to the previous opinion, Member of Parliament Yasser Al-Hussaini told Al-Sabah that “until now, no agreement has been reached regarding a specific candidate for the presidency of the council, and the matter may head to a second round of competition between candidates Mahmoud Al-Mashhadani and Salem Al-Issawi, according to the choices of the political blocs.”
He added, "Although the Sunni component sees the (Coordination Framework) as a fundamental partner in the issue of choosing the Speaker of Parliament, the latter has made it clear that it is not responsible for choosing the speaker, as this matter is limited within the powers of the Sunni component as it is their share."
The date of the session is expected to be set soon, with expectations of a full quorum when it is held, indicating the possibility of electing a new parliament speaker in the coming period.
For his part, the member of the Kurdistan Democratic Party bloc, Majid Shankali, explained in an interview with “Al-Sabah” that “constitutionally and legally, and according to the internal regulations of the House of Representatives, the political blocs must quickly hold a session to choose the Speaker of the House of Representatives, which is a position that the Sunni component deserves according to political custom.”
He added, "The political blocs - the most representative - especially the (Coordination Framework) must quickly set a session to choose the Speaker of Parliament, because this sends a message to the international and regional community supporting the political process in Iraq."
While independent MP Hamid Al-Shabli pointed out that "there are political movements between the (Coordination Framework) forces and the Sunni component forces to elect the Speaker of the House of Representatives."
He added, "The presence of someone who holds the position of Speaker of the House of Representatives is necessary for the continuity of work on issuing laws and activating the oversight and legislative role, which requires seriousness from the Sunni component to end the controversy over the position of the president as soon as possible," asking: "While the dialogue sessions have been ongoing for quite some time, why the delay in choosing the president?" Reminding that "the effects of not choosing a Speaker of the House of Representatives are negatively reflected on our governorates and the entire country, and on the legislative and oversight levels."
