The electronic ration card project stops in the middle and “confuses” the accounts of Iraqis

Shafaq News/ More than a year ago, the Iraqi Ministry of Trade announced the launch of the electronic ration card project in a number of governorates, but this project has not been completed yet, while economists confirm that the main problem in ministerial and governmental projects is stopping in the middle without completing them, whether in the electronic ration card or others.
On April 9, 2023, Minister of Trade Athir Dawood Al-Ghariri announced the launch of the electronic ration card. While calling on all citizens to update their data, he indicated that “the electronic ration card will be an alternative to the unified card.”
Al-Ghariri explained in a press conference that “the electronic ration card provides a service through the ease of adding a son or wife or moving the place, and it is possible to add him while he is at home through an electronic application that eliminates the need for review,” noting that “this is considered the first step for the Ministry of Commerce to move towards electronic governance.”
The minister promised that "this is considered the first step to eliminate corruption through laxity in performance, procrastination, delay and the procedures on which corruption is built," stressing that "the experiment succeeded in Najaf Governorate and more than 15 thousand deceased or traveling people were discovered and the agents received the food ration instead of them."
After the Minister of Commerce announced the launch of the electronic ration card, citizens began the procedures to receive it. Citizen Umm Hassan (65 years old) from Karbala Governorate says, “A year ago, at the end of last Ramadan, I went with my husband and children to register for the electronic ration card, and a large crowd of citizens were waiting for us at the relevant department, rushing to the small windows of the employees to fill out the information.”
During her interview with Shafaq News Agency, the lady confirmed that "the review cost her financial losses, starting with transportation fees, then copying documents and others, in addition to the exhaustion and fatigue that was doubled due to fasting. After a long wait, it later became clear that this project had been cancelled."

“The main dilemma in ministerial or governmental projects is stopping in the middle without completing them, whether in the electronic ration card or otherwise. This is due to the lack of strategic plans for the projects and the lack of a real feasibility study for them, as well as the lack of seriousness in completing them,” according to economic expert Mustafa Farag.
He added to Shafaq News Agency, "In addition to the lack of coordination between ministries, Iraq is not a state of institutions, as the government does not work to complete the projects of previous governments, even if they were successful, to avoid the project being held accountable to a previous party, whether a prime minister or a minister. Therefore, it is noted that new governments start new projects to be held accountable."
The economist notes that “projects, even before they are launched, cause confusion for ministries and citizens, as happened with the electronic ration card project when it was announced that it would be implemented, as citizens began to prepare themselves for it and not renew the previous one in the hope of receiving the new electronic one.”
He points out that "the project had major challenges, but the Ministry of Commerce did not study them properly, so it started in some governorates, but it quickly stopped and ended due to the lack of seriousness in completing it and the lack of studying its feasibility."
In turn, international economics specialist, Nawar Al-Saadi, points out that “this project aimed to improve the efficiency of the traditional food ration distribution system, which is known for its major problems such as corruption and fraud, in addition to the complexities of manual operations.”
He explained to Shafaq News Agency, "The adoption of the electronic card was supposed to limit corruption and provide a higher level of transparency in the distribution of food supplies, as well as contribute to accelerating the distribution process and reaching beneficiaries more accurately."
“If the project is cancelled after activation, this will mean a loss of investments pumped into developing the technical infrastructure and training that project workers underwent,” says Al-Saadi.
The economist notes that “cancelling the project could lead to frustration among citizens and businesses that were waiting for the new system, which could reduce confidence in future government initiatives. The sudden cancellation could also leave a vacuum, as the traditional system returns with all its problems, increasing administrative costs for the state and causing disruption in the delivery of food to beneficiary families.”
He stressed that "in the long term, these decisions will lead to the continuation of corruption and the exacerbation of challenges in managing the state's programme, especially the food ration card file, which has become a dilemma in combating corruption in it, and as an inevitable result, this means the continuation of financial and economic waste."
Al-Saadi concluded his speech by saying, “The electronic card project was part of a broader initiative to improve the efficiency of food distribution in Iraq, and relies on advanced technology such as biometric cards to improve resource management.”
"We didn't lose a thousand dinars"
In contrast, the Deputy Minister of Commerce, Sattar Al-Jabri, explains that “the electronic ration card project was part of the World Food Program, which adopted the expenditures, provided the infrastructure, and printed the cards.”
He added to Shafaq News Agency, "The project began operating in a number of governorates, including Najaf, Baghdad/Karkh, Muthanna, Dohuk, and Kirkuk as a grant, meaning that no financial allocations were allocated for it, neither from the ministry nor from the government. As for Karbala, a private company established an experimental environment at its own expense, so the government did not lose even a thousand dinars on the project."
The spokesman for the Iraqi Ministry of Trade, Muhammad Hanoun, said, “The unified national card is an alternative to the ration card and any other card, and it will be relied upon in all auditing and investigation of citizens.”
He announced to Shafak News Agency, "The (Registration) application will be launched to record the information of the food center and the family, and after filling in the information, there is the (Citizen) application to know the food supplies at the agent to receive them from him."
