    [size=45]The capital, Baghdad, is witnessing an unprecedented population congestion, as it is currently inhabited by more than eight million people, which has exacerbated the pressure on the infrastructure and basic services.[/size]
    [size=45]This congestion is evident in the long hours of traffic congestion on the main roads, the high rates of pollution, and the housing, electricity and water crises that the neighborhoods in the heart of the city suffer from.[/size]
    [size=45]Experts attribute this crisis to the concentration of services and economic, educational and health opportunities in the capital city centre, which prompts many citizens to reside within the city, while the outlying areas suffer from a severe shortage of development projects and vital services.[/size]
    [size=45]Urban planning specialists confirm that the solution to this dilemma requires a comprehensive strategy to develop the outskirts of Baghdad, including improving transportation, distributing basic services, establishing new housing projects, and providing job opportunities, in order to ease the burden on the center and direct urban growth towards the outskirts in a balanced and sustainable manner.[/size]
    [size=45]The Baghdad Outskirts Municipalities Directorate, affiliated with Baghdad Governorate, announced a gradual plan to implement service activities for the outskirts of the capital, while affirming its efforts to develop the surrounding areas in Baghdad to be attractive to the residents of the center.[/size]
    [size=45]Director of the Municipalities of the Outskirts of Baghdad, Yasser Al-Quraishi, said, “The Directorate of Municipalities of the Outskirts of Baghdad began its urban movement in 2019 after a hiatus that lasted from 10 to 11 years due to the lack of infrastructure in the city centers affiliated with the municipalities of Baghdad Governorate and the municipal institutions.”[/size]
    [size=45]He continued, "The architectural renaissance began when sewage projects were completed in the areas of (Al-Mahmoudiya, Al-Yusufiya, Al-Latifiya, Diyala Bridge, Al-Madain, and Al-Rashid District). These were the first areas to have complete infrastructure, including water and sewage networks."[/size]
    [size=45]Al-Quraishi added, “The directorate then began the superficial works of paving roads and sidewalks until we have now reached the stage of preparing the landscape, i.e. planting trees and establishing gardens and parks,” explaining that “the directorate has developed a gradual plan because it cannot cover the financial amounts for service activities in the areas on the outskirts of Baghdad at one time.”[/size]
    [size=45]He pointed out that “the plan included: first starting with the infrastructure, then the superstructure, and then the parks and gardens to be the final service works for all the regions,” stressing that “the Baghdad municipalities are working to develop the surrounding areas in Baghdad to be attractive to the residents of the center to begin the reverse migration from the center of the governorate to its outskirts.”[/size]
