Oil represented a major contentious file between the Kurdistan region and the federal government
The Ministry of Oil has formed specialized committees to prepare a road map with the aim of dealing with energy files in Kurdistan
BAGHDAD - The Iraqi Oil Marketing Company SOMO said today, Monday, that the Ministry of Oil has taken all necessary steps to implement the decision of the Federal Court that the management of oil and gas fields in northern Iraq be subject to the authority of the federal ministry and in cooperation with the authorities of the Kurdistan region, where the oil file constituted the most prominent contentious files between the federal government. and the provincial government.
The Iraqi Oil Ministry announced that the Federal Oil Ministry will hold the first meeting on Monday with the Kurdistan Regional Government to manage the oil industry in the region, based on the decision of the Federal Supreme Court of Iraq.
The Ministry of Oil indicated in its statement, “The Federal Ministry of Oil and a high-level delegation representing the Kurdistan Regional Government will hold today the first meeting to discuss the executive procedures, after the decision of the Federal Court to agree on new and standard mechanisms for managing the oil industry file in the region, in a manner that achieves the highest benefit and financial returns in the service of the public interest.” contribute to strengthening and supporting the national economy and the integration of the national oil industry.”
The statement stated, "The Ministry of Oil had formed specialized committees in this regard to prepare a road map to discuss and circulate all files related to the oil industry in the region, and held intensive specialized meetings and workshops with local and international experts, and the National Oil Company assigned specialized consultants to review all contracts concluded between the Kurdistan Regional Government." and international companies.”
On February 15, the Federal Court, the highest judicial authority in the country, issued an order obligating the Kurdistan Regional Government to hand over all the oil produced on its territory to the central government.
And the court’s decision stated, “obligating the regional government to hand over the entire oil production from the oil fields in the Kurdistan region to the federal government represented by the Federal Ministry of Oil.”
The ruling, which was published on the court’s website at the time, also included “obligating the Kurdistan Regional Government to enable the Iraqi Ministry of Oil and the Federal Financial Supervision Bureau to review all oil contracts concluded with the Kurdistan Regional Government regarding the export and sale of oil and gas.”
But the presidency of the Kurdistan region of Iraq rejected the judicial decision and said that the region will continue to exercise its constitutional rights in this regard.
Iraq's exports, which is the second largest oil exporter in the Organization of the Petroleum Exporting Countries, amount to about 3.5 million barrels per day, and its financial imports represent 90 percent of the country's budget.
The Kurdistan region had pledged to deliver 250,000 barrels of its daily production, which exceeds 400,000 barrels, to the central government through the Ministry of Oil, in exchange for receiving the salaries of Kurdish officials and Peshmerga fighters, the armed forces of the region.
The region's oil exports have been the subject of frequent contention over the past years, with Baghdad demanding that all of the country's oil exports be subject to the supervision of the Central Government's Oil Ministry.
The KRG has signed dozens of agreements with giant foreign oil companies such as ExxonMobil, Chevron, Total and Gazprom to develop oil fields and conduct exploration operations.
Then, for the first time in 2009, it pumped about 100,000 barrels of oil into global markets through a pipeline belonging to the federal government that extends through Turkey to the Turkish port of Ceyhan on the Mediterranean.
The Kurdistan region of Iraq continued to export oil by extending its own pipeline to Turkish territory in 2014, when Baghdad responded by cutting off all the region’s share, leaving only part of the salaries of public sector employees.
