    [size=45]The Speaker of the Iraqi Council of Representatives, Muhammad al-Halbousi, submitted his resignation to the Council of Representatives on Monday, amid an ongoing political crisis .[/size]
    [size=45]He asked Parliament to vote on accepting his resignation in the session scheduled for Wednesday, September 28 .[/size]
    [size=45]Al-Halbousi, who was allied with the Sadrist movement led by Muqtada al-Sadr, said that he "did not discuss or deliberate" his decision to resign from the presidency of the House of Representatives with the leaders of the political blocs .[/size]
    [size=45]His resignation came shortly after it was reported that the coordinating framework was about to announce an understanding with the former allies of al-Sadr, the Sunni Sovereignty Bloc and the Kurdistan Democratic Party, to form a new bloc called the “State Administration Coalition” to end long months of political stalemate in the country .[/size]
    [size=45]What are the reasons for resignation?[/size]
    [size=45]Al-Halbousi denied the existence of a relationship between his resignation from the presidency of the parliament and the alliance to be announced, stressing that he does not object to any deputy nominating himself for the presidency of the Council .[/size]
    [size=45]In a speech he delivered within the activities of the Al-Rafidain Forum for Dialogue held in Baghdad, he explained that one of the reasons for his resignation from the position was “the transition from the political majority (which is the project of the previous coalition that included the Sadrist movement) to the administration of the state by consensus,” noting that “the tripartite alliance has a political vision, but It did not reach the presentation of the government program .”[/size]
    [size=45]The main difference between the two Shiite blocs, the Sadrist movement and the coordination framework, is the nature of the formation of governance institutions, as the movement adopted the principle of national majority, while the framework called for consensus .[/size]
    [size=45]After announcing his resignation, Al-Halbousi stressed that "the relationship between the political forces must be normal, after it was marred by many crises," adding: "I will not impose my presence on politicians, and the request for resignation does not obstruct the parliament session next Wednesday ."[/size]
    [size=45]"Al-Halbousi is not planning to resign, but by allowing a possible vote of confidence, he expects his partners to give him strong support that will put an end to every attempt to dismiss him in the future," political analyst Sajjad Jiyad told AFP .[/size]
    [size=45]The researcher at the Suntory International Research Center adds that this is a way to “consolidate his position as a political leader for the Sunnis and put pressure on the Shiite and Kurdish parties to speed up the formation of the government .”[/size]
    [size=45]The dispute is escalating today in Iraq between two camps, the first led by Muqtada al-Sadr, who calls for an immediate dissolution of the House of Representatives, consisting of 329 deputies, and the holding of early legislative elections after withdrawing 73 deputies. As for the other, it is represented in the coordination framework, which is an alliance of other Shiite factions and seeks to form a government before any elections are held .[/size]

    [size=45]A member of the Political Bureau of the Wisdom Movement, headed by the Shiite cleric Ammar al-Hakim, Fadi al-Shammari, said in a tweet that “the final agreement has been reached on forming a state administration alliance between the framework and the two Kurdish parties (the Kurdistan Democratic Party and the Patriotic Union of Kurdistan), the Alliance of Azm, the Alliance of Sovereignty and Babylon. .[/size]

    [size=45]Iraq has witnessed a comprehensive political impasse since the legislative elections in October 2021, with the inability of the major political currents to agree on choosing a president for the republic and thus naming a head of the next government .[/size]
