    [size=45]Yesterday, Tuesday, Prime Minister Muhammad al-Sudani and the President of the Kurdistan Regional Government considered the new oil agreement between Baghdad and Erbil to be temporary, stressing that its entry into force will be until the approval of the budget law, stressing that its implementation began yesterday.[/size]
    [size=45]Al-Sudani said during a press conference held yesterday with Barzani, "The President of the Kurdistan Regional Government visited Baghdad in order to supervise and sign the temporary minutes of the agreement of the Federal Ministry of Oil and the Ministry of Natural Resources in the Kurdistan Region."[/size]
    [size=45]He continued, "This is in order to resume the export of oil from the Kurdistan region and from Kirkuk, and there has been negotiation over the past days after the decision of the International Arbitration Court, on the basis of which the export of oil stopped."[/size]
    [size=45]Al-Sudani pointed out, “Stopping oil exports causes severe damage to the total Iraqi oil revenues, and the damage does not fall on the region, but rather on the total revenues of the budget approved by the Council of Ministers for three years.”[/size]
    [size=45]He explained, "This casts a shadow over the level of deficit, which will rise significantly, so it was necessary to reach an agreement and reach this understanding, and then implement it."[/size]
    [size=45]Al-Sudani stressed that "the technical authorities are responsible for immediately implementing the agreement and finding legal ways for this matter."[/size]
    [size=45]And he stated, “This agreement confirms the serious and sincere desire of the federal government and the Kurdistan Regional Government to confront all the problems and obstacles that we inherited from years ago and were postponed and we did not reach solutions, so they will be confronted in a professional spirit that stems from the interest of all the Iraqi people.”[/size]
    [size=45]And Al-Sudani continues, “This is what was translated into the draft budget, which we hope the deputies will proceed with its legislation as soon as possible, so that it will be an umbrella for the entire file with its complex details.”[/size]
    [size=45]And he talked about "a merit that awaits it, which is the legislation of the oil and gas law, which will address all the imbalances that have accompanied this file since the adoption of the Iraqi constitution."[/size]
    [size=45]Al-Sudani appreciated, "the efforts of the two parties in the federal government and the Kurdistan Regional Government on the negotiations that have taken place, and we hope that they will immediately start implementation."[/size]
    [size=45]He noted, "This agreement will pave the way for the passage of the budget law and the provisions it contains, and developed the outcome of a dialogue between the federal government and the Kurdistan region that dealt with all issues, including oil and gas."[/size]
    [size=45]Al-Suadani goes on to say, "There are files that have been pending for years, but we are facing a new reality that involves a political agreement and the interest of all Iraqis, in order for us to proceed to resolve these files in accordance with the spirit of the constitution."[/size]
    [size=45]And he believed, "Any delay in exporting oil will affect the total expected revenues in the budget that we designed to spend on the operational and investment sides, and thus the deficit rate will rise."[/size]
    [size=45]Al-Sudani stated, "This agreement was the result of a dialogue and discussion that lasted for days in a professional spirit and a sincere desire to find a solution to the problem of everyone affected by it, whether the federal government or the Kurdistan Regional Government."[/size]
    [size=45]He promised, "Oil is a wealth for all people, and we must remove obstacles in order to resume exports again and take revenues to the public treasury and cover needs, and everyone must abide by and implement it."[/size]
    [size=45]Al-Suadani reiterated that "this agreement is temporary until the budget is approved, which takes its character as enforceable legislation covering all obligations and problems in this file."[/size]
    [size=45]And he went on to say that “the budget law is clear in its articles and texts that address all problems in the file of the relationship between the federal government and the Kurdistan region, and we are waiting for it to be voted on by Parliament.”[/size]
    [size=45]Al-Sudani added, "The texts include the formation of follow-up and review committees in order to monitor any defect that may occur during the implementation of the agreement."[/size]
    [size=45]For his part, Barzani said during the conference that «this agreement is for all the Iraqi people, and it will be the basis for the budget and even the oil and gas law».[/size]
    [size=45]He continued, "Stopping oil exports is not only harmful to the Kurdistan region, but to all the Iraqi people, and restoring it will be beneficial for all."[/size]
    [size=45]He pointed out, "The Kurdistan region has the desire to conclude a comprehensive agreement with the federal government without leaving any aspect of our constitutional rights, but rather to strengthen the relationship between Baghdad and Erbil."[/size]
    [size=45]And Barzani said, "Al-Sudani works as prime minister for all Iraqis and takes into account the rights of the Kurdistan region. An agreement has been reached under his supervision, and it will be a good agreement for all."[/size]
    [size=45]And he stressed, "This agreement is temporary and its foundations are in the budget, which will be reflected in this law."[/size]
    [size=45]Barzani stressed, "The correct implementation of the agreement will be the basis for benefiting from it in reformulating the oil and gas law."[/size]
    [size=45]Barzani added, "This time, I am confident that these agreements will take their way to implementation with the presence of Al-Sudani, as the teams assigned to deal with these technical matters will expedite the completion of this process."[/size]
