Sulaymaniyah: Karim Al-Ansari
The religious and national minorities in the Kurdistan region unanimously agreed to reject what they called "merger and fusion" within the large political parties in the region during the upcoming elections, stressing that the quota system distributes seats according to nationality and not on the basis of recognizing the existence of components regardless of number and size. This comes in At a time when the Patriotic Union of Kurdistan clings to its demands, uniting with it the rest of the parties, in confronting the Kurdistan Democratic Party, despite the recent political rapprochement.
The former representative of the New Generation Movement, Yusra Rajab, said, "Increasing the number of quota seats is the demand of every citizen, and we, the residents of Sulaymaniyah, feel the injustice of our Christian sisters and brothers in the city, and we can say that they are the component most deserving of increasing their seats in the region's parliament, if they are not the only ones in Sulaymaniyah." ".
Rajab added, in an interview with "Al-Sabah", that "Christians are original residents of Sulaymaniyah, and there are places that are famous for their residence in them, and it is not reasonable that they do not have someone to represent them in the region's parliament."
Regarding the single constituency system, Rajab indicated that "considering the governorate as a single constituency is the most appropriate and best for all," calling for studying the results of "the Federal House of Representatives elections and the errors that occurred as a result of relying on the multiple constituency system," as she put it.
While the civil activist and human rights defender in Sinjar, Seydo Al-Ahmadi, said that "the quota and one constituency are the Yazidis' demand every time," noting that "all components have a quota except for the Yazidis, as the Yazidis did not win a seat at the governorate level due to immigration."
Al-Ahmadi continued, in an interview with "Al-Sabah", that "large numbers of Yazidis in the areas of Khanki, Sharia, Bathra, Ain Sifni, and villages on the outskirts of Zakho migrated," calling for "allocating seats for Yazidis in Dohuk, and increasing the number of quota seats in Nineveh, with the addition of a seat to Baghdad and a seat to Dohuk for the Yazidis in the Federal Parliament elections.
In turn, the activist for minority rights in the region, Rajab Asi Kaki, said, "The talk of a quota for minorities in the Kurdistan region has been going on for ten years, but the concerns lie in the voting mechanism."
Regarding partisan interference, Kakii explained to "Al-Sabah" that "the main problem lies in the presence of influential partisan forces in the Kurdistan region, which come with their military forces and vote instead of the component, so they prefer to separate the voter card for minorities from the majority so that the majority does not vote instead of the minority." As he said.
And he went on to say, "These actions contradict the principles of democracy, as there are many minorities who do not vote for their components, such as the Assyrians, Kakis, and Turkmens," explaining that "it is natural for minorities to ally with any party that meets their ambitions and political interests, as it has become necessary to increase the quota seats." And taking into account the religious components in Kurdistan.”
Meanwhile, independent politician Hakim Abdul Karim indicated that "the issue is not a result of a temporary event and is still the focus of political discussions between the two main parties, the Union and the Democratic Party, which includes the approval of the quota law and the revision of the voter registry."
Abdel-Karim explained to Al-Sabah, “In the previous elections, we witnessed partisan voters voting for their political branches and for the party’s candidate, and thus the quota became symbolic and did not reflect the interests of the component,” usually that “the most correct is to approve the one-list system and one district for each component with an electoral register.” Their own expresses the basic ingredients to guarantee the rights of the components.
