    Today, Monday 6/12/2023, the Iraqi Parliament voted on the draft federal budget law for the years 2023-2024-2025, after four days of intense discussions and tension between the various blocs.
    The House of Representatives began its regular session to complete the vote on the draft budget law. The session, which was held under the chairmanship of Council Speaker Muhammad al-Halbousi, was attended by 229 deputies.
    The Council finished its report and discussion of the proposed law for the second amendment to the law to replace members of the House of Representatives.
    And the House of Representatives reviewed Article 43 of the budget for the purpose of reformulating it. The House of Representatives resumed voting on the remaining articles of the budget bill after a short break for deliberation. And he voted on Articles 44, 45, 46, 47, 48, 49, 50, 51, 52, 53, 54, 55, 56, 57, 58, 59, 60, 61, 62, 63, 64, 65, 66, 67 and Article 68, which states: This law shall be published in the Official Gazette and implemented as of January 1, 2023. Parliament voted
    on Adding a new article to the budget, which reads: “Any text, law or decision that contradicts this law shall not work.”
    The House of Representatives voted on a new article (the overall budget of the House of Representatives) and on a new article of the draft budget law (the budget of the judiciary). And the draft budget law (concerning the transfer of financial allocations necessary to create job grades for the remaining examiners at the expense of the Ministry of Defense, provided that their number does not exceed 1,200), and a new article of the draft budget law that states: (The Minister of Finance should create job grades of 2000 in Diyala Governorate For the purpose of confirming the good news contracts in Diyala and 3000 degrees for the good news in Maysan and 924 attribution of Umm al-Raba’in 703 lecturers 2020 in Baghdad and 400 agricultural contracts and adding the necessary financial allocations and the Financial Supervision Bureau should check these degrees).
    The House of Representatives voted on Article 43 of the draft budget law after it was reformulated. And to delete Article 42 of the draft budget law related to sales revenues of gasoline, kerosene, black oil and imported fuel. And on Article 17 of the draft budget law. And Article 16 of the draft budget law for extinguishing advances.
    And the House of Representatives voted on part of Article 15 of the draft budget law, which includes the appointment of those covered by the law of medical and health progression, and paragraphs related to the first and certificate holders, contracts and procedures, the creation of degrees, contracting, the politically dismissed, the Foreign Service Institute, and other paragraphs that serve the segments of society.
    The House of Representatives voted to amend the text of Article 2 (First: Paragraph Fourth A) of the draft budget law. And amending the text of Article 2 (paragraphs 8C Fifth and Sixth deleting the article) and amending the text of Article 57 of the draft budget law (pertaining to establishing projects after obtaining the approval of the Ministry of Environment and Agriculture). And on Article 15 of the draft budget law.
    Parliament voted on the government text of Article 15, not the parliamentary amendments and additions to the draft financial budget law, and on a new article that stipulates the allocation of 50 billion dinars to the Iraqi Airways Company for aircraft maintenance, and a new article that stipulates an increase in the salaries of the Awakening Council from 250 thousand to 500 thousand from the budget of the ministries of defense And the interior, provided that it is not borne by the state treasury.
    In conclusion, the Council voted on the entire draft federal budget law of the Republic of Iraq for the fiscal years (2023-2024-2025).

    The National Union Bloc worked to establish the rights of the people of Kurdistan
    Since the government sent the draft budget law to Parliament, the Patriotic Union of Kurdistan bloc has worked to establish the entitlements of the people of Kurdistan in the budget.
    Thanks to the efforts of the National Union, the electoral contracts of the Electoral Commission employees have been converted into operational contracts, which benefit more than 3,000 employees, more than 1,000 of whom are Kurds.
    The National Union bloc was also able to install a paragraph in Article 14 of the project, which guarantees the fair distribution of the Kurdistan Region's share of the budget to all regions of Kurdistan without discrimination, while obligating the regional government to give priority to the salaries of employees and retirees.
    The Patriotic Union of Kurdistan bloc strived to install a paragraph regarding the recovery of compulsorily saved salaries for the employees of the Kurdistan Region and included it through the Finance Committee in Article 14 of the draft, but the Kurdistan Democratic Party bloc, in coordination with the New Generation Movement, aborted these efforts, and on the other hand refused Iraqi blocs that the federal government allocate any sums for this purpose, and consider it the responsibility of the regional government.
