The Investigation Department of the Integrity Commission announced that it had monitored debts amounting to fifty billion dinars that had not been collected, and had removed (70) transfers from its stores in violation of the law, in addition to wasting public money and exaggeration in the municipality directorate in the governorate.
The Authority’s Government Media and Communications Office stated in a statement received by Mawazine News that “the work team of the Muthanna Investigation Office monitored the failure of the Governorate Electricity Distribution Directorate to take the necessary measures to collect fees for commercial and industrial projects and residential complexes, indicating that the team noticed, after moving to the Directorate and investigating, the presence of Accumulated debts amounting to (50,177,320,311) billion dinars, which the directorate did not collect as state revenue, in addition to not taking any action against those who defaulted on payment, and not activating work on the instructions and conditions for preparing electrical energy.”
The Information Office added, “The field team monitored - after investigating and controlling the self-disbursement register for the year 2023 and four storage units for surveillance cameras and input and output documents, it monitored the removal of (70) electrical transformers from the directorate’s stores without approvals, in addition to the presence of (60) transformers that were not It is entered into storage, and the team also revealed an exaggeration in supply contracts in the directorate, indicating that there is a difference in purchase prices from the real prices prevailing in the market in the amount of (118,115,000) million dinars, which represents the amount of waste in public money.”
He explained, "The team carried out several seizure operations in the Samawah Municipality Directorate, pointing out that an amount of (1,006,950,000) billion dinars was wasted as a result of estimating the value of a property with a musataha contract for a period of (25) years at less than the real price, stressing that the results of the investigations and audits showed that the annual rent The real amount is more than (40,000,000) million dinars annually, while the Estimation and Evaluation Committee contented itself with estimating the rental allowance at (3,300,000) million dinars annually only, and it also allocated (142) plots of land in the amount of (1,582,120,000) billion dinars to the employees of the Union of Journalists; despite the fact that He has no right to engage in any activity because he loses his moral personality.”
The office indicated that “the specialized team at the Ministry of Construction, Housing, Municipalities and Public Works stated that the municipality had implemented a fictitious swamp burial project in the city in the amount of (249,600,000) million dinars,” explaining that after conducting an investigation, it was proven that the municipality had violated the instructions for carrying out the works in the manner of “implementation is trustworthy,” and not communicating The Department of Machinery in the department and its concerned departments, to indicate the availability of manpower or not, and to implement all parts of the project through subcontracting.”
He continued, "The municipality caused a waste of public money by offering a property with shops built on it as an investment opportunity, even though the shop contracts are still in effect," noting that the report of the External Audit Division in the Al-Muthanna office showed that the rent for the shops is higher than the rent in the new contract.
