Today, Wednesday, July 3, 2024, the Kurdistan Regional Council of Ministers held its weekly meeting, headed by Prime Minister Masrour Barzani, and discussed a number of important issues included on its agenda.
In the first paragraph of the agenda, Minister of Finance and Economy Awat Sheikh Janab presented a comprehensive report on the issue of equalizing the salaries of retirees in the Kurdistan Region with their counterparts in the federal government, based on the Unified Retirement Law No. 9 of 2014 in force in Baghdad, which cancels Law No. 27 of 2014, as stated in the decision of the Federal Court and the recommendations of the report of the joint team of the Federal and Regional Financial Supervision Bureaus, that Law No. 9 of 2014 be applied in the Kurdistan Region, to achieve equality in salaries, privileges and financial entitlements for retirees, as is the case in the rest of Iraq.
The number of retirees in the Kurdistan Region is 277,541 people, and their total monthly salaries currently amount to 122 billion dinars. The minimum salary for retirees in the Kurdistan Region is 220 thousand dinars, while the minimum salary in the rest of Iraq is 500 thousand dinars.
After that, Cabinet Secretary Amanj Rahim and Head of Coordination and Follow-up Department Abdul Hakim Khosro provided the necessary clarifications.
For his part, the Cabinet Secretary detailed the differences between the Retirement Law in force in the region No. 27 of 2006 and the Federal Retirement Law No. 9 of 2014.
Pointing out that the implementation of the 2014 law in general is in the interest of retirees with their counterparts in the federal government, especially in terms of the minimum retirement pension in the region, which is lower than it is in other parts of Iraq.
He pointed out that in addition to a living allowance of 100 thousand dinars paid monthly to Iraqi retirees in addition to their salaries, in addition to their receiving final service bonuses from the federal government based on the total of the last salary and the bonus, not just the basic salary.
The Cabinet Secretary confirmed that through the implementation of the 2014 Law, all employees will be referred to retirement fairly and with the same laws, conditions and standards, and an institution called the National Retirement Council will be dedicated to retirement in all areas of public service (civil, military, Peshmerga and internal security forces) which now have their own retirement laws according to the 2006 Law.
During the meeting, the Prime Minister, on behalf of the Council, welcomed the clarification of the Chief Justice of the Federal Court regarding the settlement of salaries of Kurdistan Region employees in government banks and all banks licensed by the Central Bank of Iraq that operate in the region.
He explained that the process of localizing salaries will be carried out within the framework of the (Hisabi) project in the Kurdistan Region under the supervision and guidance of the Central Bank. Therefore, employees of the Kurdistan Region, like their counterparts in the rest of Iraq, will have the freedom to localize their salaries in government and private banks licensed by the Central Bank of Iraq.
The Council of Ministers called on employees who have not completed the settlement process within the framework of the (Hisabi) project to register themselves as soon as possible, to ensure the registration of all employees of the Kurdistan Region until the end of the year as scheduled.
