Alsumaria News - Politics

The Parliamentary Services and Reconstruction Committee confirmed, today, Thursday, July 4, 2024, that the slums law did not reach the House of Representatives a second time by the Iraqi government after it was returned to it as a result of the committee’s objection to its provisions in the first reading, while it indicated that the capital, Baghdad, occupies the top spot in slums, followed by Basra Governorate.

Committee member Mahdia Al-Lami said in an interview with Sumaria News that slums are the dwellings that were built in the areas without a permit from the Iraqi state, and therefore the services provided to these slums have become only humanitarian, as from the legal side, services cannot be provided to them by the competent authorities such as the [You must be registered and logged in to see this link.] Municipality and the governorate, and even in other governorates.

Al-Lami added that when the slums law was prepared and sent by the Iraqi government to the parliamentary services and reconstruction committee for the first reading according to constitutional and legal controls, the first reading was actually completed in the House of Representatives, but frankly it was not at the level that is consistent with the size of the problem, indicating that this problem requires a serious stance to eliminate slums in [You must be registered and logged in to see this link.], in a manner that is consistent with the citizen who is in dire need of getting rid of these slums and preserving the lands that have been encroached upon, which may be oil reserves, infrastructure, hospitals, or other.

According to Al-Lami, the slums law that was sent by the government contained a clause stipulating that certain sums be taken from the citizen, and the situation remains as it is if the encroached upon residential areas were originally residential areas and could only be upgraded and resettled in, indicating that this could be part of the solution, but it is not correct, as there was a stance by the parliamentary services committee in the first reading and it was not taken for interpretation for the second reading and was sent to the Iraqi government again to consider amendments that are consistent with the size of the problem, which is one of the complex problems in [You must be registered and logged in to see this link.].

The

phenomenon of slums has become a threat to Iraqi society, after the squatters in informal housing have been forcibly encroached, most of them coming from the outskirts of Iraqi cities to their centers, and settled in the spaces between neighborhoods and places designated as green spaces, as well as government buildings.

The Iraqi parliament has not ratified a law on slums since 2017, and it was postponed to the current parliamentary session where it was presented in a first reading during a regular session held in October 2023, which showed the objection of the majority of blocs to its provisions.
