    She added, "The salaries of the region's employees are supposed to be sent according to the constitution without negotiations or agreements, but the federal government does not want a solution to this matter so that it remains permanently stuck, and the delegations that come to Baghdad from the region always do not achieve any results," indicating that "the parties The rulers in the region have different points of view because the democrat wants to pay salaries within the sovereign budget and send them to Kurdistan, and we believe it is necessary for the amounts to be sent through existing banks or Qi cards.”

    She continued, "Erbil refuses to hand over salaries by the center directly to employees on the pretext that the matter is harmful to its government, which is a lie like their fake speech," explaining that "Al-Sudani's position is good so far, and he is the first prime minister to deal with the matter individually and far from the political differences between the region." The center is concerned for the Kurdish people, but we expected a decisive decision from it.”

    She pointed out that "the problem between Baghdad and Erbil is caused by the political system as a whole because it does not recognize the law, and the regional government is part of it, and since 2003 we have been living on courtesies," adding, "The political parties today are looking for 'ruthlessness' and this is what destroys all agreements, and the Kurds agreed to the budget and now they are demanding an amendment." We, as a parliamentary integrity committee, have some points about them, and we have sent many question letters to the ministry, even regarding the issue of oil companies.

    She noted that there are “companies that are excluded from all legal matters and given projects by the Minister of Housing in a manner Directly, we do not know the capabilities of these companies. One of them is a failed Lebanese one that took on a project to rehabilitate Baghdad’s entry gates. Billions were spent on it, and so far no project it has received has been completed.”

    A member of the Integrity Committee concluded by saying, “Contracting with companies is based on the benefit. If they are large, it is possible for all projects to be given to one company even if they are failed. Otherwise, it is not possible that the governor or minister does not follow up on the work,” noting that “the Parliamentary Integrity Committee I addressed the Integrity Commission, the Judiciary, and even the relevant ministries with many letters regarding lagging projects and unreasonable companies, and work is underway on this matter, giving us sufficient opportunity as Parliament to work on this legislative chapter, because the House of Representatives emerges from a crisis and enters a new one.”
