    [size=45]The Dhi Qar Police Command announced the opening of 75 centers to follow up on the campaign to receive weapons from citizens, and clarify the mechanism for granting licenses to possess them, stressing that this coincided with the launch of an awareness campaign about confining weapons to the state in coordination with tribal sheikhs, community organizations and academic institutions.[/size]
    [size=45]This comes at a time when community circles and organizations have called for reducing the chaos of weapons and the dangers of tribal conflicts and random shooting, as Dhi Qar Governorate witnesses more than 10 tribal conflicts a month, the victims of which are often civilians, not to mention the victims of random shooting.[/size]
    [size=45]The Director of Information for the Dhi Qar Police Command, Brigadier General Fouad Karim, told Al-Mada: “The Minister of Interior, a short time ago, launched a campaign to restrict weapons in the hands of the state and eliminate illicit weapons by launching an electronic form to regulate the possession of weapons.”[/size]
    [size=45]Karim spoke about “opening 75 weapons delivery centers in Dhi Qar Governorate, distributed across all districts and districts, out of 697 centers distributed over 15 governorates throughout the country,” revealing “the adoption of a media plan to spread awareness about the possession of licensed weapons and the dangers of gun chaos and misuse, while clarifying The legal impact of possession of unlicensed weapons and the invitation to apply for an official license to possess them in accordance with the approved controls.”[/size]

    [size=45]He continued, “This form is organized and its information is dealt with by a committee specialized in regulating weapons, and the submission mechanism is via an electronic link that was recently announced, and the citizen can enter the site and enter the required information and data,” indicating that “the data is sent to the Weapons Regulation Department and then a match is made.” “For information recorded by those wishing to possess weapons.”[/size]
    [size=45]Karim stressed “the necessity of reducing the manifestations of gun chaos, tribal conflicts, and indiscriminate shooting, due to the damage and threat they cause to the lives of citizens,” stressing that about 10 cases of random shooting victims are recorded per month, including wounded and killed, and the same is true in armed conflicts.[/size]
    [size=45]The Director of Information for the Dhi Qar Police Command expressed support for any community initiative that calls for reducing weapons chaos and calls for it to be restricted to the state. He added, “Our awareness plan will include coordination between the police leadership, community organizations, tribal sheikhs, academic and social elites, and the people of the governorate in this field.”[/size]

    [size=45]On Monday (January 29, 2024), the Ministry of Interior revealed its procedures regarding registering weapons owned by citizens. While it confirmed allowing one piece of light weapons per family, it stressed prohibiting the possession of medium and heavy weapons.[/size]
    [size=45]The spokesman for the Ministry and the Security Media Cell, Brigadier General Miqdad Al-Moussawi, said at the time, in a press interview followed by Al-Mada: “The Ministry has a plan to register light weapons and purchase medium weapons, as part of the government program.”[/size]
    [size=45]He continued, “Any citizen who is the head of a family who owns a residential house has the right to keep one piece of weapon, and even if the number of citizens reaches ten in one house, he is only entitled to keep one light piece of weapon, either a pistol or a rifle, and the heads of families must fill out the form for registering weapons through the Ur portal.” It takes several steps, after which the Ministry of Interior completes the procedures, receives the license, and we move to other stages.”[/size]
    [size=45]Al-Moussawi stated, “We have identified 697 centers for the delivery of weapons in 15 governorates, and these centers have the direct mission of receiving files, deliberation, and coordination with the center in Baghdad. Popular neighborhoods, villages, and rural areas in Dhi Qar Governorate often witness heavy and indiscriminate firing of bullets during mourning occasions and funerals for the dead. Weddings or other occasions, such as the victory of a sports team, the victory of a politician in the elections, or the assumption of a prestigious government position.[/size]
    [size=45]The Dhi Qar Tribal Affairs Department had announced in early October 2023 that 122 tribal disputes had been finally resolved from mid-December 2022 until September 2023, indicating that “the resolved disputes relate to cases of killing, encroachment on agricultural lands, and ownership disputes.”[/size]
    [size=45]In mid-April 2023, popular and societal circles in Dhi Qar expressed their concern about the chaos of weapons and the creep of armed conflicts into city centers and the transformation of homes and residential neighborhoods into battlefields in which militants from clans and armed groups exchange fire and threaten the lives and property of citizens, following two tribal conflicts that they witnessed. Governorate at the time and led to the killing and wounding of a number of citizens.[/size]
