    Baghdad/Al-Masala Event: In a move that sparked widespread controversy and great astonishment in security circles, the Iraqi Ministry of Defense signed a huge contract worth $670 million with the French company “Thales”, which is facing serious legal prosecutions by European authorities, which raises big question marks about the wisdom and integrity of this contract.

    Contract details and doubts surrounding it

    The contract has raised a lot of eyebrows among security experts, who considered this step to be a serious setback in the path of arming the Iraqi army. This comes at a sensitive time that requires the highest levels of transparency and credibility in dealing with foreign companies, especially when it comes to the security of the homeland.
    A European judicial source revealed that raids had been carried out on Thales’ headquarters in France, the Netherlands and Spain, as part of corruption investigations into foreign military equipment sales, including to Brazil. These investigations confirm the company’s involvement in suspected corruption, raising concerns about the extent to which these suspicions will affect the quality and effectiveness of the equipment to be supplied to Iraq.

    Calls for investigation and accountability

    Security experts called for a comprehensive investigation into this contract by the Integrity Commission and specialized technical experts, stressing that this contract directly affects Iraqi national security. The ongoing corruption investigations against Thales may shed light on illegal practices that may have marred the conclusion of this contract, which requires a careful review of all its terms to ensure that Iraq’s security and strategic interests are not harmed.

    Literary and critical impact

    This event cannot be viewed in isolation from the broader context of the fight against rampant corruption in Iraqi institutions. It is disturbing that a dubious company is being contracted at a time when the country is facing major security challenges. This move may reflect either a lack of adequate oversight or the collusion of some parties within the ministry with external interests, at the expense of the interests and security of the Iraqi people.
    A European judicial source reported that the headquarters of the French arms group Thales witnessed raids in France, the Netherlands and Spain, as part of investigations into suspicions of corruption related to sales of military equipment abroad, especially to Brazil.
    He explained that “the searches of the headquarters of the French Thales arms group are being conducted within the framework of two preliminary investigations,” noting that “the first investigation was opened at the end of 2016 and relates to charges of corruption against a foreign public official, private corruption, criminal conspiracy and money laundering of these crimes, the sale of submarines and the construction of a naval base in Brazil,” according to Agence France-Presse.
    The source stated that “the second case, which was opened in June 2023, specifically on charges of corruption, abuse of power of a foreign public official, private corruption, criminal conspiracy, money laundering and concealment of these crimes, relates to the sale of various military and civilian equipment abroad.”
    He stated that the raids were “carried out by 65 investigators from the Central Office for the Fight against Corruption and Financial and Tax Crimes (OCLCIFF) and 12 judges from the National Financial Prosecutor’s Office, in cooperation with the Dutch and Spanish judiciary and in coordination with the European Judicial Agency (Eurojust).”
    The source said that the police searches came after two separate investigations.
    The first investigation, launched in late 2016, is on suspicion of corruption by a foreign official, criminal association, and money laundering, including the sale of submarines and the construction of a naval base in Brazil.
    In the second investigation in June 2023, suspicions related to similar crimes linked to the sale of military and civilian equipment abroad.
