    [rtl]Investment opportunities and the multiplicity of foreign companies operating in Iraq, in addition to local companies, have provided multiple opportunities for the arrival of expatriate workers of various nationalities, most notably Egyptian workers, with whom Iraqis maintain a historical record of cooperation, especially during the 1980s, according to a report by Al-Alam Al-Jadeed.[/rtl]
    [rtl]The number of Egyptians in Iraq has reached about 40 thousand workers, which is the highest rate of Egyptian workers in Iraq since the American invasion of the country in 2003, according to estimates by the Iraqi Ministry of Labor. They work in various fields such as medicine, engineering, construction, and freelance work, represented by poultry farming, local companies, and health care institutions.[/rtl]
    [rtl]The number of Egyptian workers in Iraq is expected to increase in the coming years, in light of the agreements concluded between the Iraqi and Egyptian sides, and the presence of a large number of Egyptian companies operating in Iraq.[/rtl]
     
    [rtl]In June 2023, Iraq and Egypt signed 11 memoranda of understanding to promote trade, tourism and investment. During the Iran-Iraq war in the 1980s, the Iraqi workforce was depleted, so the government lifted restrictions on visas for Egyptians and brought in 1.5 million Egyptian workers.[/rtl]
    [rtl]The two countries, which share common ties and interests, revived the Joint High Committee during a meeting held in October 2020 in Baghdad, where the two countries signed 15 cooperation agreements, in areas including investment, industrial cooperation, trade, maritime transport, infrastructure, and water.[/rtl]
    [rtl]Egyptian workers[/rtl]
    [rtl]The Iraqi labor market is accustomed to the presence of Egyptians who are distinguished by their efficiency and experience in various fields, and a large number of companies prefer to contract with qualified engineers, technicians, workers, and craftsmen coming from Egypt.[/rtl]
    [rtl]An Egyptian engineer in one of the companies working in the field of construction and building in Iraq, Ahmed Shukri, spoke about the nature of the work, the facilities provided to workers, and how Iraqi society deals with Egyptian workers.[/rtl]
     
    [rtl]Speaking to Al-Araby Al-Jadeed, Shukri said that his father’s work in Iraq for many years was an encouraging factor in order to search for a suitable opportunity to work in Iraq, which was achieved two years ago, through his work in one of the construction and building companies operating in Baghdad.[/rtl]
     
    [rtl]Shukry added that the facilities provided in obtaining a work permit in Iraq have provided an opportunity for many engineers, workers and technicians working in various fields, in addition to the availability of good salaries, compared to salaries in Egypt.[/rtl]
     
    [rtl]Shukri pointed out that there are a large number of foreign workers who work illegally, including Egyptian workers, but the Iraqi security authorities are trying to limit illegal employment, by forcing workers to apply the labor law, or deporting them outside Iraq, which is what happened with a number of Egyptian workers.[/rtl]
     
    [rtl]Various specializations[/rtl]
    [rtl]A large number of Egyptian expatriates work in the freelance sector, such as construction, as well as in the fields of plumbing, blacksmithing, carpentry, poultry and cattle farming, while others work in the fields of health care, restaurants and farms.[/rtl]
     
    [rtl]Speaking to Al-Masdar Online, Mahmoud Al-Shawi, who works as a nurse for a patient in Karbala Governorate, said that he came to Iraq as a “recruiter” and legally by inviting the patient’s family to support and care for him.[/rtl]
     
    [rtl]Al-Shawi explained the nature of the Iraqi people’s love for Egyptians, and the good treatment of those who work with them, and that wage levels vary, but are good, as the average salary of workers in companies, according to work contracts, ranges between 2,000 and 5,000 dollars.[/rtl]
     
    [rtl]He added that those working in the fields of freelance work and work outside the controls and laws, receive between 30 thousand and 50 thousand Iraqi dinars, for those working in construction, stressing that Iraq is a safe country to work in (dollar = about 1310 dinars).[/rtl]
     
    [rtl]Al-Shawi stated that the Iraqis treat Egyptian workers in a brotherly manner, far from bias, indicating that the Iraqis are distinguished by their generosity and hospitality.[/rtl]

    [rtl]The spokesman for the Iraqi Ministry of Labor, Najm Al-Aqabi, confirmed that his ministry has set conditions and restrictions for the entry of foreign workers into Iraq, including Egyptian workers, which included the importance of the entry of only skilled workers, with the submission of a certificate of experience certified by the Iraqi Ministry of Foreign Affairs, or by the embassy of the worker’s country.[/rtl]
     
    [rtl]Al-Aqabi added, in a press interview, that the Iraqi labor law requires that there be an Iraqi worker for every foreign worker, but the problem is exacerbated in light of the presence of 800,000 to one million foreign workers in the country, and those officially registered do not exceed 43,000 only.[/rtl]
     
    [rtl]Al-Aqabi stressed that the aim of the Ministry of Labor's decisions is to organize the foreign labor file, as it has affected Iraqis and increased the unemployment rate in the country, because it is considered one of the hot issues that need real solutions.[/rtl]
     
    [rtl]Al-Aqabi explained that there is no official database and statistics related to foreign workers in Iraq, and that most workers enter the country according to tourism, visit, multiple visa licenses, etc., which is considered a circumvention and fraud of the law.[/rtl]
     
    [rtl]Regarding the facilities provided by the Ministry of Labor for foreign workers, Al-Aqabi said that his ministry launched the electronic visa program, in coordination with the General Secretariat of the Council of Ministers and the Ministry of Interior.[/rtl]
     
    [rtl]He explained that the Ministry has formed a specialized team to complete the necessary procedures to implement the electronic visa program for foreign workers, through the network link between the Ministry’s electronic system, the database of the General Secretariat of the Council of Ministers, and the Directorate of Residence at the Ministry of Interior.[/rtl]
     
    [rtl]He pointed out his ministry's efforts to provide the necessary requirements, to ensure the preservation of everyone's rights, according to the law, noting the reliance on a new mechanism for dealing with expatriate workers, through the electronic visa program, as it will enable the ministry to limit the number of workers and control them, through companies licensed in this regard.[/rtl]
     
    [rtl]Al-Aqabi noted that the measures come to implement the government's plan and approach to correct the position of foreign workers, remove illegal and legitimate workers from Iraqi territory, and open the way for national workers and not waste their energies.[/rtl]

    [rtl]A source in the Iraqi Ministry of Interior confirmed that the Directorate of Residence Affairs is obligated to implement Residence Law No. 76 of 2017, which includes the entry of expatriates into the country and the organization of their residence process, in accordance with several legal conditions.[/rtl]
     
    [rtl]The source, who requested anonymity, said, "One of the most important conditions for a foreigner's residence in Iraq is that he has a passport or a valid document for a period of no less than 6 months, and is valid for entering the country. The categories included in this are anyone who does not hold Iraqi citizenship, as he is considered a foreign or Arab foreigner."[/rtl]
     
    [rtl]The source explained that the number of Egyptians registered in Iraq is around 40 thousand Egyptian citizens, some of whom are registered as official workers, through contracts with companies, or Egyptian companies that have brought their workers from Egypt.[/rtl]
     
    [rtl]He pointed out that there is a large number of people working without contracts, and are not registered in the residence records and data, and their entry into Iraq was through granting them a tourist visa, or a temporary entry document, and this category is considered to be in violation of the conditions of work and residence in the law of the Iraqi state.[/rtl]
     
    [rtl]The source stated that Article 21 of Residence Law 76 of 2017 gave the right to grant an Arab who marries an Iraqi woman, or vice versa, a residence permit within the country for 3 years each time, which is renewed until a request is made to grant citizenship, in accordance with the legal conditions.[/rtl][/size]
