The framework disagrees with the Sunni parties and ends the controversy over reopening the nomination process for the position of Parliament Speaker

The Coordination Framework, which brings together the Shiite political forces, confirmed that there is no intention to reopen the door to candidacy for the presidency of the Iraqi parliament.
The representative of the framework, Muhammad Al-Ziyadi, said, “The proposed law to amend the first law of the House of Representatives, which was read in the first reading during the session last Wednesday, has no relation to the issue of reopening the nomination period again for the presidency of Parliament.”
He explained that “this amendment has no relation, neither near nor far, to the file of reopening the nomination process for the presidency of Parliament, but rather this amendment concerns the work and management of the House of Representatives, in the internal regulations of the House that have not been approved since the beginning of the first parliamentary session until this session.”
Al-Ziyadi added that “some figures and parties are promoting the idea that this amendment aims to reopen the door to nominations for the presidency of the Iraqi Council of Representatives. They do not know anything about this amendment and want to spread such rumors to achieve political gains. There is no intention so far to reopen the door to nominations.”
It is worth noting that the State of Law Coalition, led by Nouri al-Maliki, expected on Monday of last week that Mohsen al-Mandalawi would continue as Speaker of the Iraqi Council of Representatives until the end of the current (fifth) parliamentary session.
The leader of the coalition, Saad Al-Mutalibi, said, “The differences between the Sunni political forces are still ongoing and are without solutions, especially since the file of electing the Speaker of Parliament cannot be resolved without an agreement between Mohammed Al-Halbousi and Khamis Al-Khanjar, and there is no agreement between the two parties until now.”
Al-Mutalibi added, “According to all the data, things are moving towards keeping Mohsen Al-Mandalawi as the head of the Iraqi Council of Representatives until the end of the current parliamentary session, and no new speaker of parliament can be elected, as there is no Sunni-Sunni agreement to resolve the issue.”
Earlier, the Sovereignty, Azm, and Contract parties, all Sunni, warned against “imposing a unilateral vision on the mechanism for choosing a new speaker of parliament after nearly 9 months of the position becoming vacant following the termination of the membership of its former speaker, Mohammed al-Halbousi, from parliament.”
The parties stated in a statement that “after consultation, deliberation and in-depth dialogue with the Sunni bloc representatives, everyone decided to resort to respecting the legal frameworks in the election and to keep the names previously nominated in accordance with the internal regulations and the decisions of the Federal Court, and to grant the members of the House of Representatives the freedom to choose whomever they see fit for this task.”
These parties had previously nominated several candidates for the position, the most prominent of whom were Salem Al-Issawi, Mahmoud Al-Mashhadani, and Shaalan Al-Karim, but Parliament failed to choose any of them over the sessions held over the past months.
The Sunni parties demanded “respecting the choices of the components and preserving the political and constitutional norms and traditions on which the political process in the new Iraq was based, and the social entitlements and political balances that result from it.”
The Sunni blocs’ representatives saw “the necessity of moving forward with holding a session to elect a Speaker of the House of Representatives, following the legal procedures and adhering to the previous customs that led to the election of the previous Speakers of Parliament.”
The political forces have not been able to elect a new parliament speaker since the termination of Mohammed al-Halbousi’s membership in November 2023 due to disagreements, while the Coordination Framework set July 20 as the date to resolve Sunni disagreements over this file, without any commitment to the date.
