    Member of Parliament, Haider Al-Salami, confirmed today, Wednesday (September 4, 2024), the formation of a joint committee to decide on the list of names of 80 Iraqi ambassadors .
    Al-Salami told Baghdad Today, "The Prime Minister formed a joint committee from the Ministry of Foreign Affairs in addition to three members of the Foreign Relations Committee in the House of Representatives to consider the list of candidates to assume the position of ambassador ."
    He added, "According to the information, Iraq needs about 80 ambassadors in different countries," stressing that "the mechanism followed in selecting them includes a violation of the Foreign Service Law, specifically Article 9/Third, which emphasizes the appointment of ambassadors from outside the diplomatic corps by no more than 25%, while the current practice is 50% for the Ministry of Foreign Affairs and 50% for political forces ."
    He pointed out that "the process of verifying the nominated names will take some time and all the names currently being proposed are inaccurate," stressing that "the committee is continuing to perform its work in determining the names according to a specific points rule in addition to proposing reserve names for emergency cases, which is a procedure in effect according to diplomatic norms ."
    Ambassadors of Iraq are diplomatic representatives appointed by the Iraqi government to represent the country's interests in other countries or to international organizations. Ambassadors are appointed by the President of the Republic, upon nomination by the Minister of Foreign Affairs and approval by the Council of Ministers.
    The controversy over the appointment of Iraqi ambassadors reflects the political tensions and challenges facing the Iraqi state in the post-2003 period, as the process of appointing ambassadors has become linked to a set of complex factors, including political quotas, the influence of political parties, and professional competence.

These proposed reforms include adopting clear and transparent criteria for selecting ambassadors, and further activating the role of the Ministry of Foreign Affairs in the nomination and appointment process.
    Political quota
    Since the fall of the former regime in 2003, the process of appointing ambassadors in Iraq has been subject to a system of sectarian and ethnic quotas, where diplomatic positions are divided among various political and sectarian components. This has led to the appointment of some ambassadors based on political or sectarian affiliations, rather than competence and experience.
    Professional competence
    One of the most prominent criticisms of the ambassadorial appointment process in Iraq is that it favors partisan loyalties over professional competence. In some cases, individuals who lack diplomatic experience or deep knowledge of international affairs are appointed to ambassadorial posts, raising questions about the ability of these individuals to represent Iraq effectively.
    Ultimately, the controversy over the appointment of Iraqi ambassadors remains a complex issue that reflects the country’s internal political conflicts and affects Iraq’s diplomatic performance on the international stage.
