    The local government in Babil, the largest and largest shopping center in the province, has opened its doors to the project, while the execution company said it had inspired designs from French, British and German buildings. Local officials confirmed support for projects that offer jobs away from dependence on the public sector.
    "The local government, in the presence of the people of Babil, opened a distinctive engineering building, BDC MALL, after continuous work and effort, day and night, and for three years to be a distinctive architectural monument," said the project's investor Salim Al-Rubaie.
    Al-Rubaie said: "The road of a thousand miles begins with one step. I knew the hardship of building a large building amidst compelling conditions, a modern building completed with Iraqi minds and efforts that meet the requirements of development, urbanization and beauty, just as it was built in Paris, London, Berlin, engineering and architecture.
    "We started the first step in 2014 and it happened that the aggression of al-Da'ashi on the Iraqi cities, but we continued the march without fear and hesitation, and this was the courageous position, which led us to the day we completed the task after three years."
    Al-Rubaie pointed out that "the mall will have an important role for the cultural and artistic aspect, where four large halls will be devoted to the presentation of modern international films and the holding of cultural and scientific seminars in addition to the international companies exhibiting their original products." Al-Rubaie said, "I have great pride to dedicate this Babylonian edifice to all our righteous martyrs And to all the heroic fighters of our brave Iraqi army and our mobilized popular masses and all the Babylonian nationalists. "
    "The opening of the BDC MALL is a great success and achievement and demonstrates the challenge, determination and willpower of the Iraqis and is calculated for private sector investors who prove that the capital is courageous and not cowardly," said Raad Hamza Alwan al-Jubouri, head of Babil Governorate Council. Despite all the circumstances experienced by our country from a major terrorist attack and it is a success for the province and its investment body that accompanied the work. "
    Jubouri pointed out that "the local government in both legislative and executive support for such kind of projects and commends all efforts that contributed to the completion of the project from providing protection and facilitate the work procedures."
    "The investment in the establishment of this mall and other projects is the only one able to absorb the energies and absorb unemployment and open opportunities to work under appropriate conditions through new ideas that can change the views of the consumer and thus create more sectors to work." Al-Jubouri stressed that "the local government is seeking to establish projects that are implemented in a way that is shared between the private and public sectors, which is one of the latest methods of work that was created due to the collapse of the oil market and the decline of its prices after many countries resorted to alternative energy for oil."
    For his part, the official of the Babylon Investment Authority Nasr Al-Enezi said in an interview with "Al-Mada" that the cost of the project amounted to "$ 15 million and was built on an area exceeding 3,000 square meters, and will provide 400 jobs for the people of Hilla."
    "An Iraqi architectural engineering team oversaw the design of this five-story building, which includes two underground floors, to serve as a unified garage for cars and visitors," he said.
    "During the construction period there was seriousness and determination by the investor and was keen to complete the project in the period set for him and the latest methods of global construction and follow-up from the Babil Investment Commission for the project and overcome all the obstacles encountered."
    "This year will witness the opening of a lot of investment projects in all sectors and in various districts and regions," Al-Enezi said.
