International and parliamentary praise for the success of the "population census" process

The High Commission for the General Population and Housing Census announced yesterday, Saturday, the end of the second phase of the census, and indicated that the results will be announced this week, at a time when the Presidency of the Council of Representatives congratulated the success of the population census process, and the United Nations Population Fund in Iraq praised Iraq's efforts in conducting the first population census since 1997, and the United Nations organization considered it a pioneering step in the path of national recovery and sustainable development, while the Statistics and Geographic Information Systems Authority in the Ministry of Planning stated that what was reported by the media and social networking sites about violations occurring in all governorates during the two days of the census was "exaggerated."
The High Commission for the General Population and Housing Census stated in a statement received by "Al-Sabah" that "the Commission announces the end of the second phase of the population census, which is the (family register) phase, which took three days," noting that "what was achieved in this phase is a great achievement for Iraq and Iraqis, in light of the magnitude of the work and the great challenges, as the coverage rate for individuals, families and buildings reached very high ceilings approaching (100 percent), which is the highest rate recorded in the history of Iraqi censuses, and at the level of the countries of the region, and the exceptional efforts made by the field teams played a prominent role in achieving this great success of the project."
She continued: "The Commission looks with appreciation at the efforts made by all ministries and entities not affiliated with a ministry, all media institutions, the Iraqi Media Network, the Communications and Media Commission, the Iraqi Journalists Syndicate, the staff of the Statistics Commission and its departments in all governorates, the advanced cadre of the Ministry of Planning and its members, and all the efforts made that were integrated together for Iraq to achieve this great development entitlement."
The Authority stated that "the implementation and success of the population census project confirms the government's fulfillment of its commitments, as the results and outputs of this census will have an effective impact in directing development paths towards their correct goals, and thus improving the level of services and achieving the desired economic growth."
Exaggerated "violations"
Meanwhile, the General Authority for Statistics and Geographic Information Systems at the Ministry of Planning downplayed what was reported by some media outlets and social networking sites about violations occurring in all governorates during the two days of the census.
The Deputy Chairman of the Authority, Dr. Makki Ghazi Al-Muhammadi, told Al-Sabah: “What some media outlets and social media sites have said about violations occurring in all governorates (is greatly exaggerated),” noting that “what violations have been observed will be addressed according to the frameworks drawn up by the Council of Ministers in its sessions according to the agreed upon mechanisms,” adding that “the results of the general population and housing census will be announced in the middle of this week, or before that.”
Al-Muhammadi stressed that "most of the governorates have completed the census, while the governorates of Wasit, Nineveh and Diyala have taken the lead in completing this important development project."
The Vice President of the Commission explained that "the first result that will appear is the number of Iraq's population in general, in addition to their number in urban and rural areas, males and females, while the rest of the results will appear successively during the next stage."
Presidency of Parliament
In addition, the Speaker of the House of Representatives, Mahmoud Al-Mashhadani, congratulated the success of the general population census process.
Al-Mashhadani said in a statement: “With great pride and honor, I extend to our Iraqi people my most beautiful congratulations and greetings on the occasion of the success of the general population census process that was conducted on November 20 and 21, 2024,” noting that “this great achievement represents a very important future step on the path to building a better political, social and economic future for Iraq and its people.”
While Al-Mashhadani thanked all the parties that completed the census process, he expressed his thanks to “Iraqi families in all Iraqi cities, who showed a national Iraqi spirit and direct cooperation with the mobile teams to provide accurate information regarding the requirements of the general census.”
International Talk
For his part, the Acting Representative of the United Nations Population Fund in Iraq, Garik Hayrapetian, told Al-Sabah: “Iraq’s efforts to conduct the first population census since 1997 is a pioneering step in the path of national recovery and sustainable development, as the census aims to update Iraq’s understanding of population distribution, economic conditions, and social structures.”
“This information is essential for developing effective public policies. Despite challenges such as political volatility and logistical difficulties, this initiative reflects the government’s commitment to evidence-based governance,” he added, noting that “the role of UNFPA in this process highlights Iraq’s keenness to implement the census using modern methods that conform to the best international standards.”
The UNFPA representative in Iraq stressed that “the role of UNFPA in implementing the census is purely technical. It provided technical and logistical support to ensure the success of the process,” and explained that “the organization focused on capacity building by providing training programs for key statistical agencies such as the Central Statistical Organization and the Kurdistan Regional Statistics Office, which helped them develop their skills in data collection and analysis. It also provided modern technologies and tools to ensure that the census is consistent with international standards and methodologies. In addition, the Fund’s awareness-raising efforts played a vital role in raising awareness of the importance of the census and highlighting its role in addressing critical issues.”
He explained that, “By taking advantage of the census results, the government will be in a better position to prioritize resource allocation and design programs that target meeting the needs of the population more effectively,” noting that
“The census results will be a crucial basis for formulating future development strategies. By providing accurate population data, the census will enable the government to allocate resources more efficiently across key sectors such as health, education and infrastructure.”
“The census results will help guide efforts to address urban challenges, and the data will enhance the government’s ability to expand social services, improve access to housing and family planning, and create jobs that meet the needs of a diverse and growing population,” Hayrapetian added. “Moreover, with young people representing a large proportion of the population, the data will be an essential tool for designing targeted education programs,” he noted.
Parliamentary Legal
Meanwhile, the Parliamentary Legal Committee confirmed that the population census represents an important developmental step for Iraqis after an absence of 27 years since the last census was conducted in 1997, and indicated that the process faced several challenges and problems that require radical solutions to ensure the issuance of accurate data that reflects the Iraqi reality.
Member of the Legal Committee, Mohammed Al-Khafaji, stated in an interview with Al-Sabah that the population census, which began more than two months ago, specifically on September 1, witnessed many problems, most notably the timelines, which he described as “unclear goals.” He also pointed out that “many citizens did not have prior knowledge of the start date of the census, which led to major problems.”
He explained that "the census faced technical problems, however, the concerned authorities were able to address a large part of these problems during the work period."
Al-Khafaji stressed the importance of the census results being "close to the Iraqi reality", and praised the efforts made by all parties participating in the process, but called for "improving planning and organization in the future to avoid such problems and ensure the successful achievement of the census goals."
