    The President of the Republic of Iraq, Fuad Masoum, sent an official letter to Iraqi Prime Minister Haider al-Abadi on constitutional and legislative violations in the 2018 budget.

    [rtl]The official book, which received a "Baghdad Post" copy of the following:[/rtl]
    The Honorable Prime Minister 
    M / constitutional and legislative irregularities in the federal budget for the year 2018 
    Peace, mercy and blessings of God be upon you. 
    Reference to the book of the General Secretariat of the Council of Ministers No. (10-1-3-10) 2017, on the subject of sending the budget bill to the House of Representatives for ratification by him, and after reviewing the articles contained therein in terms of constitutional and legislative shows us the existence of some constitutional and legislative irregularities therein as follows: 

    First constitutional irregularities:
    Article (1-I-B and IV), as well as Article (4-II), Article 9-I-II, Article 9-II, Article 10-I-II-A and Article 27, (Kurdistan Region) instead of the unconstitutional vocabulary used in the draft budget, considering that the region has its three legislative, executive and judicial powers. Of its own, based on the provisions of Article (117), which referred to "the approval of this Constitution, in the Kurdistan region and its existing authorities , A federal region "as well as Article 121 , which indicated: 
    " First: the territorial authorities, the right to exercise legislative, executive and judicial authorities, in accordance with the provisions of this Constitution, except as stipulated in the exclusive powers of the federal ".
    "Thirdly: The province and provinces shall be allocated a fair share of the revenues collected federally, sufficient to carry out their duties and responsibilities, taking into account their resources and needs and the proportion of the population therein."
