[ltr]China has suspended a request from the United States that a UN Security Council committee include 33 ships, 27 shipping companies and Taiwanese men in blacklist for violating international sanctions against North Korea, diplomats said.[/ltr]
[ltr]The United States made the request a week ago in a move that it said "aims to stop North Korean maritime smuggling activities to obtain oil and to sell coal." That coincided with the United States imposing the largest unilateral package of sanctions on North Korea on Friday, stepping up pressure on Pyongyang to abandon its nuclear and missile programs.[/ltr]
[ltr]China has given no reason to stop US demand. Waqf can be lifted and is often used when a member of the Security Council wants more information but sometimes it can lead to a permanent halt to the process of listing people or companies on a black list.[/ltr]
[ltr]The UN Security Council's sanctions committee is unanimous in its decisions.[/ltr]
[ltr]If agreed, the committee will ban the entry of ports on the thirty-three ships proposed by the United States, including 19 North Korean ships. States will also have to cancel the registration of vessels other than North Korea.[/ltr]
[ltr]A freeze on the assets of the 27 proposed companies and the Taiwanese will also be imposed.[/ltr]
[ltr]The UN Security Council has unanimously agreed to strengthen sanctions against North Korea since 2006 in an effort to stop funding Pyongyang's nuclear programs and ballistic missile programs, and ban exports including coal, iron, lead, textiles and seafood, and impose a ceiling on imports of crude oil and refined petroleum products.[/ltr]
[ltr]In October, the United States proposed that eight ships be blacklisted by the United Nations for smuggling banned goods from North Korea. The committee agreed to ban four ships from entering the ports globally while Washington delayed an attempt to include the remaining four ships on a black list.[/ltr]
[ltr]In December, the United States proposed the inclusion of 10 ships on the black list and the committee agreed to set up four ships, while diplomats said China objected to the inclusion of the remaining six ships.[/ltr]
