[size=45]The Oil and Energy Committee in the House of Representatives has accused the Ministry of Oil of deliberately lagging in investing more than (23) joint oil fields with Kuwait and Iran. It vowed to conduct comprehensive investigations with all officials in the oil sector through its subcommittees to hold the neglected accountable and refer them to the judiciary.[size=45]In turn, the Ministry of Oil responded to the Parliament’s accusations that it was not concerned with this delay, which relates to the existing differences between Iraq on the one hand and the Kuwaiti and Iranian sides on the other hand over the demarcation of the borders and the presence of military waste and security conditions that contributed to the delay in the investment of these common fields.[/size]
[size=45]The head of the Oil and Energy Committee in the House of Representatives, Hebeet Al-Halbousi, said in a statement to (Al-Mada) that his committee "has formed a sub-committee to inquire and investigate the Ministry of Oil regarding its delay in investing in the joint oil fields with the Kuwaiti and Iranian sides," describing this "delay and default by the Iraqi oil deliberately ”[/size]
[size=45]Al-Halbousi confirms that "the joint fields with the two neighboring countries (Kuwait and Iran) were included in the investment by the Ministry of Oil in the fifth licensing round in the year 2010, which the Ministry hesitated to announce this round."[/size]
[size=45]The Ministry of Oil launched four licensing rounds with major international oil companies, the first of which included the investment of giant oil fields, the second for oil and gas fields, the third for gas fields, and the fourth for exploration areas.[/size]
[size=45]The deputy of the Iraqi Forces Union bloc adds that he “personally requested and verbally from the current oil minister the need to expedite the referral of these joint oil fields for investment, which are estimated to number more than (23) joint oil fields that possess huge reserves”, pointing out that “Kuwait and Iran have started to withdraw oil Crude from these fields without reference to the Iraqi state. ”[/size]
[size=45]And the common fields between Iraq on the one hand and Kuwait and Iran on the other hand are distributed between exploited fields and others awaiting exploitation, as its reserves reach more than one hundred billion barrels of oil.[/size]
[size=45]The Ministry of Oil had revealed last year that Iraq and Kuwait signed the first contract of its kind with a British investment company to prepare studies for the exploitation of the joint border oil fields between the two countries, namely the field (Dome of Safwan - Abdali) and the field (South Rumaila, Ratka - Ratqa field). For his part, the Kuwaiti side, through the Undersecretary of the Ministry of Petroleum, Sheikh Talal Al-Fahd Al-Sabah, during the signing of this contract, considered that the joint committee between the two countries had worked seriously and resulted in this historic agreement and this important contract with the global consultant, expressing “feelings of happiness and pride for what was achieved and which he said draw Serious features of the nature of the distinguished relations that are witnessing an escalation towards wider and broader horizons.[/size]
[size=45]The head of the Parliamentary Oil and Energy Committee commented on the Iraqi-Kuwaiti agreement by saying that "all these signatures against Iraq and its aim is to delay the investment process in the joint oil fields by the Ministry of Oil and the negotiating delegation with the Kuwaiti and Iranian sides."[/size]
[size=45]He continues that "the formed sub-committee aims to investigate this deliberate delay in investing these common fields and refer the neglected to the judiciary."[/size]
[size=45]The Basra and Maysan Provincial Council had complained earlier that Iran and Kuwait continued to cross the Iraqi oil fields shared with them, noting that the federal government had shown no interest in these fields despite the continuing abuses of them.[/size]
[size=45]A spokesman for the Ministry of Oil, Assem Jihad, explains in an interview with (Al-Mada) that his ministry “signed last year and the Kuwaiti side with a British company to study these joint fields and their number and their reserve stocks before starting the joint investment and export operations,” stressing that “this company will submit its reports and study it to the two sides during a period A year from the date of its operation. ”[/size]
[size=45]A spokesman for the Ministry of Oil pointed out that "these studies that the British company will undertake to determine the oil stock and supply each field in each country before defining the joint investment process," noting that "negotiations are still ongoing with the Iranian side on the investment of the joint fields."[/size]
[size=45]And the Iraqi government formed technical committees by the ministries of oil and foreign affairs to negotiate with the Iranian and Kuwaiti sides to discuss how to invest these joint oil fields in a format that guarantees each country its rights of oil.[/size]
[size=45]As for the reasons for the delay in the investment of these fields, a spokesman for the Ministry of Oil explains the abnormal factors and conditions that Iraq went through with these two countries related to the demarcation of the borders between the two sides and the presence of military waste on the borders (projectiles and mines) in addition to the unstable security conditions .. caused the delay in the investment process .[/size]
