After the passage of 4 months .. Deep disagreements delay the amendment of the Iraqi constitution

On October 28, 2019, Parliament Speaker Muhammad al-Halbousi decided to form a committee to amend the constitution against the background of escalating popular protests, provided that it finishes its work and submits its recommendations to the parliament within four months, which ended on February 28.
Observers pointed out that the Constitution Amendment Committee has not yet been able to submit any recommendations to Parliament regarding the proposed amendments due to deep disagreements among its members regarding a number of constitutional articles that are being discussed regarding the need to amend them.
They added that the atmosphere is not ready for amendments, explaining that submitting constitutional amendments through a public referendum is a matter that requires a period of more than two years.
Members of the Constitution Amendment Committee emphasized that the differences are not limited to the distribution of powers between the center (Baghdad) and the region.
They indicated that there are more severe differences related to the intersection of views on the form of the Iraqi political system, the possibility of moving to the presidential system, the development of a new and clear definition of the largest parliamentary bloc concerned with forming the government, and the development of a mechanism for electing governors after the abolition of the provincial councils, as well as a sharp disagreement about the future of the regions.
