    On Saturday (March 13, 2021), the Parliamentary Finance Committee identified six defects in the federal financial budget for the current year, stressing the need to "improve it".
    Committee member Mohamed Sahib Al-Darraji said in a statement received by  IQ NEWS , "The committee has made efforts to improve the form of the budget by using the constitutionally followed democratic frameworks by voting within the committee on the paragraphs by a majority."
    Al-Darraji explained, "The aim of this is to prepare the General Budget Law for a vote on it within the House of Representatives, indicating that" this practice does not prevent some important points that constitute an imbalance in the budget structure and that may lead to negative effects on the Iraqi economy, in the event that The law was approved in its current state. "
    Al-Darraji pointed out that the current defects in the budget law are that "the borrowing policy followed, including the new loans, is a wrong policy that leads to an increase in public debt without an unnecessary need, especially since the year 2020 witnessed a legal cover for borrowing 27 trillion dinars, which negatively affected the nature of the Iraqi economy." Calling "MPs not to vote on any new loan."
    He pointed out that "the principle of defining a specific project in the budget to finance it in name raises a lot of suspicions of corruption, whether by loans or financing directly," explaining that "the natural context requires that the budget allocate funds to be divided among the service and geographical sectors, and the government is responsible for its effective management."
    He stressed that "the government is supposed to turn into a caretaker government in the last 3 months of the year that has elapsed, which means that the government's validity in new projects is for only 6 months, which is insufficient for the disbursement of the allocated sums, taking into account the administrative and bureaucratic procedures." For listing and assignment, "stressing" raising the names of new projects from the budget law and giving the government sufficient flexibility to start any project according to need and possibility. "
    And that "the lack of economic logic in distributing the map of projects to the sectors, because the government adopted a consensual distribution between the ministries, and political and parliamentary interventions took place during the discussions of the budget law to reduce spending, and this led to the redrawing of some expenditures in a consensual manner that does not depend on a clear economic principle."
    He believed that "it is clear that the workforce tables attached to the draft budget law are not accurate, and the government is not aware of the numbers of real employees, and it is not correct to vote on a budget in which the number of employees and their salaries are not clearly defined."
    He explained that "there are certain societal groups that had demands with which the government faced, and it was supposed to be reflected in the budget law, but due to political and parliamentary pressures and auctions, the issue was dealt with in ways that lack the general principles of state administration, and that this matter must be resolved." When voting. " 
    He added, "The region’s share clause is shrouded in ambiguity and its discussions outside the committee’s framework and outside the House of Representatives, and it is confined to corridors and corridors far from the suffering of simple people in the region or the needs of citizens in the center and the south. This matter was taken as a means of mutual political blackmail between a group of people who brought the country to what it is. He should now, "calling on" MPs to see and understand any agreements and the possibility of their implementation before voting on the budget law.
    On Monday (March 8, 2021), Parliament Speaker Muhammad al-Halbousi directed that the budget bill be included on the agenda of next Monday's session, based on a request signed by 150 deputies.
    The Parliamentary Finance clarified earlier yesterday that there is a possibility to change the price of a barrel of oil in the 2021 budget, while reports indicate that Parliament may vote on the budget during next Monday's session.
