    After excluding it and dropping it from the 2021 budget, talk has returned to a legal article within Parliament that allows the transfer of agricultural lands to housing, at a time when MPs estimate the existence of about a million housing built on agricultural land in the capital, Baghdad, which has turned into a fait accompli.
     
     
    Today, Friday, the Parliamentary Services Committee revealed the existence of a bill within the committee to solve the problem of orchards that have turned into residential neighborhoods.
    "The draft law provides for transferring part of the land to its original owner," said a member of the committee, Mudhar Al Salman, according to the official agency, noting that "the other part of the bill transfers lands to the state, which in turn transfers it to the people after they are sorted."
    Al-Salman added, "The draft law also provides for the restoration of official designs for neighborhoods to suit those neighborhoods."
     
     
    What is the position of the Ministry of Agriculture?
     
    Despite the Ministry of Agriculture's refusal to convert agricultural lands to residential, warning of great harm as a result of this matter, it considered that lands that have been transformed into residential neighborhoods have become a fait accompli and cannot be agricultural again.
    A spokesman for the Ministry of Agriculture, Hamid Al-Nayef, said in a press statement at the time, "The Ministry of Agriculture is against converting agricultural lands into residential lands, because this leads to serious damage to agricultural production in agricultural ready spaces, as well as the lack of green spaces."
    Al-Nayef called for "decommissioning the overlapping clashes of many agricultural lands, which have become reality residential, and cannot be returned to being agricultural, and some of them have become integrated neighborhoods with water, electricity, and sometimes other services. Therefore, a legal justification must be found to break this clash through Issuing decisions, and forming committees to finally clarify the identity of these lands.
     
    He pointed out that “the Ministry of Agriculture supports any decision that preserves the gender of arable agricultural lands, in addition to its support to legally end these slums while allocating residential plots to citizens, and work to stabilize and reassure these families of their future by finding legal outlets, especially for spaces within cities that have become De facto, and thus settling its matter which benefits the citizens and their stability.
     
     
    Representative Ali Al-Hamidawi, a member of the Parliamentary Services Committee, estimates, in press statements, that "there are no less than a million housing overrun on agricultural lands in Baghdad alone, which constitutes a tremendous challenge to the government, which now has a responsibility to provide services to everyone regardless of their status and legal position." .
