On Saturday, Noon News Agency will publish the final statement of the first national conference to curb extremism and terrorism, which was held by the Hussainiya Shrine under the slogan (Al-Qaeda and ISIS are a threat to societal peace), last Tuesday.
A statement of the objectives of the conference:
1- Expose the extent of the risks and damages resulting from the presence of terrorist organizations. The economic and political ones.
2- Giving full perceptions to the Iraqi and international decision-maker about the dangers of terrorism: thought, organization, financing... and determining the best options to confront, combat and prevent it.
3- Documenting the abuses of antiquities and heritage, and revealing the damage caused to antiquities and heritage by Al-Qaeda and ISIS gangs.
4- A statement of the impact of psychological problems as a result of terrorism.
5- Studying the personality of terrorist elements to develop future solutions to limit their future spread.
6- Explanation of the ideology of terrorism and the dangers of the takfiri ideology on Islam and its base that is dyed with a religious character, which attracts the general public and the ignorant
7- Awareness of society, especially young people and educators, about the danger of terrorism and extremism by reading and following up on the great disasters and scourges that Islam has experienced as a result of terrorism and blind extremism
8- Building a society based on community peace and peaceful coexistence.
9- Understand the ideological dimension of terrorist movements in order to immunize the individual and society from their dangers.
Conference features:
1- Supporting the Husseiniya holy shrine to solve and address the scourge of terrorism through continuing and following up on the implementation of recommendations with the concerned authorities.
2- The attendance of all spectra and scientific, cultural and religious levels in the conference.
3- Mixing and cross-fertilization of professional, scientific, intellectual and ideological ideas.
4 - The large number of research participating in the conference with the quality, realism and sobriety of these researches.
5- The recommendations of the participating research were identical and compatible with most of the objectives of the conference.
6- Most of the governmental and non-governmental institutions concerned with terrorism attended the conference and exchanged experience and advice among them.
7- The effective contribution of the participating researchers plays a major role in the success of its activities and the achievement of its objectives.
Recommendations:
First: the economic axis
1. The need to focus on the economic security of individuals by linking the numbers of annual public budgets with economic development by focusing on supporting small, medium and agricultural industrial projects that work in two directions, the first is to provide appropriate job opportunities and eliminate the problems of unemployment and poverty Which are the first source that terrorist groups exploit to carry out their terrorist and criminal acts, and the second is the provision of strategic agricultural products to create stability and achieve food security.
2. Combating administrative corruption and bribery in all state facilities and administrations and building a sophisticated economic base that secures the basic needs of the citizen and the need to work to dry up the intellectual and material sources of terrorist groups.
3. Changing the rates of employment in tourist sites to benefit from the graduates of tourism colleges and institutes in the basic degree to work in all tourist establishments that deal with foreign tourists, as well as to benefit from the female component in the tourism sector with providing the necessary incentives for that.
4. Relying on media marketing strategies to guide the public and reduce the negative effects of the security crisis. Focusing on media marketing in its various dimensions and making it a general culture for the public or society.
Second: The Political Axis
1. Redistribution of wealth and meeting the basic needs of the individual, avoiding the aggressive behavior associated with the phenomenon of terrorism, and creating mutual trust between the citizen and the state on the one hand, and the citizens themselves on the other hand, to consolidate a culture of peace and coexistence among members of society.
2. Strengthening the principle of citizenship to build a modern civil state and raise the national identity of all members of society, regardless of their religious, ethnic and intellectual affiliations.
3. Legislating a law criminalizing sectarianism in Iraq, imposing strict control over the media channels that encourage it, holding them accountable, and working to unify moderate religious discourse as an alternative to the discourse of extremism and hatred.
4. Upgrading the Iraqi power tools and employing them in the fight against terrorism.
Third: The Security Axis
1. Addressing the conditions and causes that created ISIS and other terrorist organizations is a paramount necessity to protect national security and prevent the recurrence of the wave of extremism and terrorism inside Iraq.
2. Developing the performance of the Iraqi security institutions by upgrading their training, equipment and intelligence performance, and forming strategic partnerships in the security field that guarantee the higher interests of Iraq with its regional and international surroundings.
3. Keeping political conflicts away from the security file because of the serious repercussions that this poses on Iraq's higher interests, and focusing on independence, professionalism and efficiency in managing all security services.
Fourth: The Archeology Axis
1. Preparing studies and documentary research, especially in the destruction of antiquities and heritage, as this step is one of the most important steps that must be studied by specialists in order to preserve that cultural heritage
. 2. Multispectral satellite visuals are among the important technologies that have proven their effectiveness. Its importance in many areas, one of which is the monitoring of archaeological and heritage sites and identifying changes to them
. 3. The inclusion of archaeological and heritage sites and buildings on the World Heritage List as they are a human heritage that the international community must preserve from imminent and future dangers.
Fifth: The Media Axis
1. Establishing Iraqi research centers specialized in the field of advertising and media to be a basic base for researchers in the field of studying the contents broadcast through social networks, especially YouTube, in order to advance this important field.
2. Focusing on critiquing the contents presented by terrorist organizations in a scientific manner that employs psychological and social approaches in the production of these contents that criticize extremist thought
3. Establish monitoring units in state security institutions supervised by experts in media, sociology and psychology that monitor the contents broadcast through communication networks and provide solutions appropriate to counter extremist content.
Sixth: The historical axis
1. The exit from the scourge of extremism and terrorism that is ravaging our present and threatening our future lies in cultural and cognitive reform so that it can play its role in confronting these phenomena, and then establish an enlightening strategy, in which cultural, educational and artistic institutions are established, and thinkers are based. And intellectuals produce a conscious and integrated cultural discourse that aims to empty extremist discourses of their content, and reveal their plans, references and dangerous dimensions.
2. Islam is a religion that rejects atonement, extremism and terrorism in the course of the Islamic call .
Seventh: The legal axis:
1- There is a legal difference about defining the concept of terrorism in an accurate manner due to the different views of societies about it, and unifying the concepts of legal differences about the concept of terrorism in line with Iraq's higher interests in its regional and international surroundings.
2- International legal systems are of great importance in combating terrorism and intellectual extremism, especially in the field of facilitating the arrest of terrorists and those who contribute to the financing of terrorism or in providing a safe haven for them and the extradition of criminals, which requires the activation of these systems and laws, as well as strengthening coordination and cooperation between countries in combating terrorist crimes and crimes. related to it, such as drug trafficking, money laundering and illegal arms trade.
3- A proposal to add a legal paragraph to the provisions of Article 95 of the amended Iraqi Penal Code No. 11 of 1969 criminalizing the recruitment of women and juveniles and considering it an aggravating circumstance and not considering that a political crime, as well as including in the draft cybercrime law an article criminalizing anyone who recruits women and juveniles to join terrorist organizations or groups from Through social media or through communication networks, this act makes an aggravating circumstance.
Eighth: The educational axis:
1- Addressing the reasons for children’s involvement in terrorist organizations, by eliminating poverty and making education a basic foundation, through various programs and levels, in addition to paying attention to the victims of terrorism, especially children and women, and addressing the psychological and social effects left by terrorist operations, and paying attention to the role of education. Confronting and combating extremism.
2- Forming specialized committees of experts and specialists to reconsider the curricula and educational methods to immunize the scientific curricula from extremism and strengthen them with tolerant thought, in addition to paying attention to physical and artistic education materials because of their great psychological and intellectual effects on the upbringing of generations.
Ninth: The Doctrinal Axis
1- Working to strengthen the school curricula with thought and belief free from deviant ideas and working to combat the interpretation of Quranic verses in a way that is inconsistent with the Shariah of the Qur’an and the constants it established in its blessed verses
2- Activating the role of the media through all its radio and television means in combating extremism and terrorism to promote the language of peace Renouncing extremism and ideology that leads to killing, displacement and destabilization of security.
3- Urging the creation of a working mechanism for the sectarian rapprochement between Muslims in a way that establishes the doctrine of peace and the exchange of opinion and the other religious opinion between them in all fields.
4- The necessity of directing the religious discourse to be in harmony with the development of the level of the contemporary human being while preserving the religious constants.
5- Encouraging the study of the cases of the cities that withstood the face of ISIS (Amerli) and (Haditha) and clarifying the mechanisms adopted in the confrontation and steadfastness that the people of these two cities and others worked with to prevent ISIS from reappearing.
Tenth: The psychological axis
1- Establishing a specialized psychological center to confront extremism and terrorism through the available psychological means and tools.
2- Shedding light on the novel, because it is a documentary document of ISIS crimes against women and its use as a means of expressing instinct.
