    Because of the current war between Russia and Ukraine and its allies from the European Union, over the past days, a state of anger, ridicule, and anger has swept the Iraqis on all social media sites due to the crazy rise in food prices, who, in turn, compared the price of a bottle of oil with a capacity of 900 mm, which reached five thousand A dinar and a bottle of the alcoholic drink (arak), which kept its original price of 2000 dinars and the same capacity as the oil bottle, with thanks and gratitude to the dealers of spirits and alcohol for not raising prices! It is assumed that Russia is currently under a stifling, comprehensive and continuous economic blockade by most countries of the world!? But its markets are currently full of various food materials and supplies at reasonable prices and within everyone’s reach. For example, a bottle of the finest type of vegetable oil for cooking is currently priced at 109 rubles, equivalent to 1400 Iraqi dinars!? .
     
    Since the 2003 US invasion and occupation of Iraq, the Ministry of Commerce and all the companies, institutions and departments affiliated with it have been controlled by a group of corrupt officials. Financial and administrative corruption in most commercial contracts and tenders concluded!? Even the strategic stock of the Ministry of Commerce, which in turn must be at least sufficient for a period of six months in the event of any natural disasters or regional and international wars, which may affect one way or another on import operations and maintain the strategic stock at its natural levels. However, the ministry always deliberately lacks this strategic storage, which negatively and directly affects the living conditions of poor and needy families, which approximately 75% to 85% depend on what the government provides them with in terms of the ration card items, which are basically reduced in terms of its vocabulary, quantity and share Per person on only five food items!!? After this ration card before the invasion and occupation had more than 20 food items and in-kind consumer goods! Since the Ministry of Commerce does not have any strategic plans to secure food security for the citizen, the merchants and their greed will take advantage of these international crises for the purpose of rapidly increasing and raising prices to achieve the largest possible amount of material profit!!? Even if the government takes immediate and urgent decisions to control prices, hold traders accountable under the law, and confiscate the various goods and foodstuffs they have stored! ? These merchants, in turn, will not be applied to any government decision or law that is obligated to provide foodstuffs at their real prices, because most of them, if we do not exaggerate, and we say that they are all linked in one way or another and backed by the ruling Islamic parties, or even ministers, representatives, political and even military and security figures will prevent them from being held accountable and taking any action. Legal punitive decisions against them and hold these greedy traders accountable!!?.
     
    Coordination and understanding between the Ministry of Commerce and the Ministry of Agriculture on the one hand, and the Ministry of Industry on the other hand is almost non-existent, due to the lack of long-term planning and strategy between the various ministries, departments, institutions and companies manufacturing foodstuffs, and the lack of this ministry for a clear policy to secure various foodstuffs to the citizen in case of crises. , Which raises a state of disapproval and ridicule and shows us to what extent financial and administrative corruption has reached the ministries and government institutions!!?.
     
    From the ugliness of what corruption has reached in Iraq, corrupt officials and influential people in the Ministry of Agriculture have deliberately and premeditatedly reduced the areas planted with strategic crops such as wheat and barley to about less than a third of the cultivated land that was before the invasion and occupation!? Its purpose was to rely on import operations from abroad only, and from specific specific countries, as well as to benefit from commissions and bribes that will be paid to corrupt officials through import contracts and tenders!!?.
     
    Even the government decisions that were taken a few days ago in an attempt to curb the insane escalation of food prices, did not solve the problem with all. They were random, undisciplined decisions and clear confusion in order to make the government appear as a savior in the event of crises!!? Increasing the salaries of retirees for one time under the name of the “cost of living” grant was offset by an immediate and reverse increase for most foodstuffs, goods and consumer necessities!!?.
    It is a common assumption that the government must have effective and well-studied strategic plans for the purpose of securing even a minimum level of food security for its citizens and not relying on certain countries without others? With plans in place to increase the cultivated areas and reclaim the rest of the lands and plant them with various strategic agricultural crops “rice, wheat, barley, corn and sunflowers” ​​which produce vegetable oils, where Iraq can easily if the government has enough courage!? And without any trouble for the abundance of agricultural lands, it is fully committed to protecting the food security of the citizen because it made all the quick and urgent decisions for the purpose of cultivating strategic crops, even self-sufficiency from them and exporting the surplus abroad!?.
