The Parliamentary Legal Committee stated that it is preparing to discuss and legislate the Provincial Councils Law after its arrival from the government to the House of Representatives, while an expert in electoral affairs stated that the large political blocs in the current parliament want to go towards the “Saint Lego” method and mechanism of counting votes, and they also want to implement the one-circle system. He explained that "the highest percentage of seats is for the Baghdad governorate, with a ceiling of 20 members, and Basra as well, but the lowest governorate does not exceed 14 to 15 members of the provincial council, and an adjustment can be made to the proportions," and indicated that "after 3 months of forming the government, it should reach The law is sent to the House of Representatives, and this remains dependent on the agreements of the political forces at the last meeting of the (State Administration) coalition, where it was agreed to send the law to the House of Representatives.
Meanwhile, El-Lami, an expert in election affairs, said in an interview with Al-Sabah: "Provincial council elections are a constitutional entitlement, and they must be held according to fixed timings, and the previous parliament's decision to freeze them is not consistent with the constitution."
And he indicated, "We are now facing two options, either to conduct them in accordance with the effective Law No. 12 of 2018, according to which no elections have been held after its issuance and until now, and this law with a proportional system determined the method of calculating seats according to the (St. The numerical sequence that begins with 1.7, 3, 5, 7, provided that the governorate is one electoral district.” The election law in which the recent early parliament elections were held, and one of the results of which was the change of the political map.
Al-Lami pointed out that "what can be called the loyalist forces in the current parliament, refuse to follow the second option similar to the electoral system in which the recent early Parliamentary elections were held, which is the one-vote system that is not transferable and with multiple small circles, and these forces are unanimous in returning to the (St. Lego) system." Without regard to the popular demands that demand a single electoral system for all types of elections, whether parliamentary or local, and for all electoral cycles, not that electoral laws be manipulated and amended according to the sizes and interests of specific political forces.
