    The President of the Patriotic Union of Kurdistan, Pavel Jalal Talabani , confirmed today, Thursday, that his party succeeded in installing the activating paragraph Article 140 in the government's new work program. 
    Talabani said in a statement received by (Baghdad Today), that "today, 19 years have passed since President Mam Jalal's historic pleading to prove the Kurdistaniness of Kirkuk and the deducted regions through historical and legal evidence."

    And he indicated that "the continuous and historical struggle and struggle of President Mam Jalal for the sake of Kirkuk and the protection of the identity of the city highlights the clear and explicit fact that the Patriotic Union has not and will not compromise on the soil of Kurdistan.”

    He added, "Our firm belief in Kirkuk Kurdistan is clear, and we did not lose sight of the city's harmony and coexistence between different nationalities and cultures, and we sought to protect it," stressing by saying: "We are following the steps of President Mam Jalal and seeking the help of his rich heritage, so we recently visited his house in Baghdad, that The house that gathered all the different voices, by installing the paragraph activating Article 140 in the new government's work program, and all our efforts will be poured into that path.
    A committee was formed to implement the provisions of Article 140, under the government of Ibrahim al-Jaafari, and its chairmanship was assigned to Hamid Majid Musa, and when Nuri al-Maliki came to the government, another committee was formed headed by the former Minister of Justice Hashim al-Shibli, but he resigned from his post, then replaced by Raed Fahmy.
    The presidency of the committee, which was reconstituted in 2011, was entrusted to Hadi al-Amiri, Minister of Transport in the Maliki government, but the Arab parties in Kirkuk objected to the appointment of this man.
    In 2017, former Prime Minister Haider al-Abadi issued an order to raise the Iraqi flag in the constitutionally disputed areas with the Kurdistan region.
    A few hours after announcing the order, the federal forces took control of the disputed governorate of Kirkuk with the Kurdistan region, according to Article 140 of the constitution.
    Article 140 of the Iraqi constitution includes a set of steps to settle the situation in the areas that witnessed demographic changes between 1968 and 2003, by normalizing conditions, conducting a population census, and conducting a referendum to determine the fate of the included areas, especially Kirkuk Governorate.
     A constitutional committee was formed to implement Article 140 in 2006, and its work focused on returning and compensating families affected by their deportation from their areas of residence. This is due to the demographic change policies of the previous regime. 
    The committee, whose chairman and members were from the various components of Iraq, opened its own offices in several governorates, and during the past years its budget was cut, and in 2021 less than 13 billion dinars were allocated to conduct the work of that article. .
    The positions of the Iraqi components differ regarding the process of applying the article, as the Turkmen and Arabs reject it, while the Kurds defend its application.
