    [size=45]Dialogues between the federal government and the Kurdistan region have entered advanced stages through agreement on the most prominent points of contention regarding the budget law, in a way that makes it the beginning of more complex issues with the desire of all parties to zero previous differences and start a new relationship governed by the constitution and political agreements.[/size]
    [size=45]Representative Mahma Khalil said, "The meetings between the Kurdistan region and the federal government over the past period produced positive results in a way that contributes to solving problems in accordance with constitutional entitlements."[/size]
    [size=45]And Khalil continued, to (Al-Mada), that “the ministerial platform included all the demands of the political blocs, including those related to the demands of the Kurds, Shiites, Sunnis, or minorities, and they were approved, and therefore they should take their way to implementation.”[/size]
    [size=45]He pointed out, "The components of the state administration coalition, which includes Shiite, Sunni, Kurdish and minority blocs, are partners in this government and bear the responsibility for implementing its approach and the promises that were made earlier while granting confidence to the Ministry of Muhammad Shiaa al-Sudani."[/size]
    [size=45]And Khalil stated, “The officials in the Kurdistan region and the federal government agreed that the supremacy and supremacy of the constitution and its provisions guarantee the rights of all components of the Iraqi people.”[/size]
    [size=45]He pointed out, "The issue of determining the percentage of the Kurdistan region is not the reason for delaying the legislation of the budget law, but rather the change in the exchange rate of the dollar against the Iraqi dinar."[/size]
    [size=45]Khalil stressed, "The first draft of the budget law was calculated on the old price, which is 1,450 dinars, but after reducing it to 1,300 dinars, this draft was withdrawn in order to build it again according to these variables."[/size]
    [size=45]And he went on, that «the law was built on the basis of guaranteeing all the rights of the Iraqi components, and with a financial ceiling of more than 180 trillion, while ensuring that the planned deficit gap is covered».[/size]
    [size=45]And Khalil believed, "This budget differs from its predecessors in that it was built on the basis of programs and overcoming the previous negatives, especially the issue of lack of clarity."[/size]
    [size=45]And he talked about "the importance of setting aside differences and moving towards approving the law as quickly as possible, as it is not possible to obstruct the interests of the people more than the time that has passed."[/size]
    [size=45]Khalil stressed, "The delegation of the Kurdistan region will return to Baghdad again to complete the dialogues, but it is agreed on all issues related to the share of the region and the legislation of the oil and gas law."[/size]
    [size=45]And he added, "The region is continuing to settle all disputes with the federal government under the roof of the constitution and the ministerial platform."[/size]
    [size=45]Khalil warned, "The oil and gas law has been included in the ministerial curriculum as one of the obligations that should be implemented by voting on it."[/size]
    [size=45]And he indicated, "The adoption of the oil and gas law provides us with a legislative cover for the Iraqi state's revenues and helps to invest and attract foreign companies."[/size]
    [size=45]And Khalil went on to say, "This sector, which represents 95% of the Iraqi state's budget, is not logical to be managed according to laws dating back to the seventies of the last century and reflecting the philosophy of the previous regime."[/size]
    [size=45]For his part, Moein Al-Kadhimi, the representative of the coordination framework, said, "The state administration alliance that brings us together with the Kurdish and Sunni forces is serious about passing all the laws agreed upon in the ministerial curriculum."[/size]
    [size=45]And Al-Kazemi continued, to (Al-Mada), that "the dialogues with the Kurdistan region have not stopped, and there are positive results that have appeared that can be clearly reflected in accelerating the passage of the budget and oil and gas laws."[/size]
    [size=45]He pointed out, "There are corresponding commitments between the federal government and the Kurdistan region that should be implemented, and there are positive indications that things are moving towards the right path."[/size]
    [size=45]And Al-Kazemi continues, "The obligations of the Kurdistan region relate to providing statements on the volume of oil exports from its lands, as well as the revenues of border crossings, as well as providing the Federal Ministry of Finance with full information on the numbers of employees and retirees."[/size]
    [size=45]He does not believe that “the approval of the budget will be delayed as the beginning of ending the disputes with the Kurdistan region, and then the transition to oil and gas law legislation.”[/size]
    [size=45]Al-Kazemi concluded, "These laws are very important, as they represent the people's sustenance and affect their financial revenues, and they should be legislated in accordance with the public interest of all Iraqis."[/size]
    [size=45]"There are common points between Erbil and Baghdad, and our first step is to activate the Electoral Commission," said Jutiar Adel, a spokesman for the Kurdistan Regional Government, in a press conference last week, noting that "visits to Baghdad will focus on controversial points."[/size]
    [size=45]Adel added, "The rate of 12.67 percent for the region is unfair to Kurdistan," noting that "this figure was set on the basis of the ration card in 2014, but the number of citizens of the region has increased since that time until now."[/size]
    [size=45]He explained: “When the budget was cut from Baghdad in 2014, we were forced to export oil abroad to secure the sums and expenses,” noting that “the issue of oil and gas in Iraq has a problem, due to the lack of legislation.”[/size]
    [size=45]He pointed out that "our legal team is now in Baghdad regarding the oil file," explaining that "there is an oil transfer agreement with Turkey, not selling it for 50 years, and this news is incorrect."[/size]
    [size=45]Adel stressed, "The regional government is calling for a real partnership with Baghdad, and we believe that the agreement between the two governments is in the interest of all, and our participation with Baghdad is on the basis of federalism." The government is for France and the roads and bridges project, as there are good understandings between Kurdistan and the countries in this regard.[/size]
