    The House of Representatives, in which the "coordinating framework" forces control most of its seats, was able to vote on half of the draft amendment to the provincial elections law, in a session held late last night, Sunday, chaired by Muhammad al-Halbousi, in the presence of more than 160 deputies.
    The voted and amended law will be a unified law for the elections of the provincial councils and the House of Representatives, according to standards that observers see as "serving the old political blocs."
    Independent MP, Amir Al-Mamouri confirmed today, Monday, that the House of Representatives has enacted an election law that contradicts the opinion of the religious authority and the Iraqi street.
    Al-Mamouri told (Baghdad Today) that "the opinion of the religious authority and the Iraqi street was clear regarding the election law, as they are with a fair and equitable law, and not with a law that enshrines quotas and exclusivity in power, such as "St. Lego", which the influential forces insisted on its legislation.
    And he indicated that "the independent representatives did everything they could to prevent the passage of the new election law, by boycotting the session and breaking the quorum," noting that "there will be a new position to prevent the legislation of the law during next Saturday's session."
    Yesterday, Sunday, a member of the Parliamentary Legal Committee, Muhammad Anouz, revealed the continuation of differences between the parliamentary forces and independent representatives regarding the final form of the provincial elections law .
    Anouz, who is an independent deputy to (Baghdad Today), said, "The large political blocs want to proceed with the St. Lego Law (1.9), but it faces rejection from the independent representatives."
    He added, "The dialogues are now continuing inside the parliament dome, amid repeated postponement of the session."
    The new draft law, which read a first reading in the Iraqi parliament last month, goes back to the old mechanism that was adopted since 2014, and included the revised "St. Lego" electoral system by 1.9 .
    The proposed law differs from the current law, by which the 2021 elections were held, in that it makes the governorate a single district, rather than multiple districts, and it is supported by the forces of the coordination framework .
    On the other hand, Baghdad has recently witnessed demonstrations rejecting the new law, as well as independent deputies, and from forces affiliated with the October movement, expressed their rejection of the proposed law, as well as the emergence of indications of its rejection by the Sadrist movement .
    And "St. Lego" is a mathematical calculation method followed in the distribution of voter votes in countries that operate under the proportional representation system, and it relies on dividing the votes of coalitions by the number 1.4 ascending, and in this case, small alliances get a chance to win, but Iraq previously adopted the electoral denominator by 1.9, This made the fortunes of large political entities escalate at the expense of individual candidates (independent and civilian), as well as emerging and small entities .
     Hundreds demonstrated in Dhi Qar Governorate, today, Monday, to protest against the "intention" of the House of Representatives to pass the amended election law "St. Lego". "corrupt".
    The House of Representatives voted, during its session held yesterday, Sunday, on Article 15 of the Elections Law, which includes: 
    First: The House of Representatives consists of 329 seats distributed as follows: 
    A- (320) three hundred and twenty seats will be distributed among the governorates, as indicated in Table No. (1) attached to the law. 
    B- The following components are granted a share (quota) of the total number of general seats in the House of Representatives, provided that this does not affect their share in the event of their participation in the general lists, and it will be as follows: 
    1- The Christian component (5) five seats distributed to the governorates of Baghdad, Nineveh, Kirkuk, Dohuk and Erbil)
    2- The Yazidi component (1) one seat in Nineveh Governorate
    3- The Sabean-Mandaean component (1), one seat in Baghdad governorate
    4- The network component (1) one seat in Nineveh Governorate
    5- Faili Kurds (1) one seat in Wasit Governorate.
    C- The governorate for which one of the quota seats has been allocated will be one electoral district to represent the allocated quota seat within the seats of the House of Representatives according to its administrative borders.
