    A Kurdish analysis indicated that the Shiite forces are currently cautiously watching the results of the decision of the international arbitral tribunal regarding the need to restore the export of the region's oil by the federal authorities, and several reasons prevented those forces from celebrating the decision and escalating the situation with the region, although the decision was in favor of the federal government.

    According to the analysis published by the “Rudaw Studies Center _ RRC” and followed by “NAS” (April 7, 2023), that “in light of the dollar crisis, and the weakness of the Shiite forces in their Western foreign relations in particular, the Shiites of the current government avoid confronting the interests of the United States and European countries, Including their oil companies in the Kurdistan region. The current Iraqi government also does not want the framework to appear as an obstacle to the export of half a million barrels of oil per day during the Ukrainian war, which exhausted the coffers of Western countries.   
      
    The analysis pointed out that with regard to the internal level, the Shiites require facing a major challenge with regard to the provincial elections at the end of 2023, and monitoring the plans and activities of Muqtada al-Sadr of concern. Confronting these files requires the support of the Kurdistan Regional Government and Erbil, at least to fill the void left by al-Sadr. On the other hand, if al-Sadr appears again on the political scene, the Shiite forces will not be alone in confronting him in the presence of Kurdish support for the Baghdad authorities.  
      
    The analysis showed that the Shiite forces are seeking during the fifth session to find a radical solution to oil and budget issues, and to strengthen relations with the Kurdistan Regional Government. The foundations of the Iraqi state are weakening.  
      
    And the ruling of the Iraqi Federal Court last year gave a strong reason to Baghdad and the current ruling authorities, and this decision formed the basis for the decision of the International Arbitration Tribunal in Paris, according to some information, which enriches the Shiite forces from waging a political and media war with the Kurdistan authorities, as was the case when Hussain al-Shahristani was in charge from 2006 to 2010, according to the Kurdish Center analysis.  
      
    The analysis believes that Baghdad's control of the region's oil exports by judicial decisions will leave effects on groups and visions in other Iraqi provinces and regions seeking autonomy from the center, led by Basra, then Anbar and Nineveh.
