    [rtl]Baghdad-Iraq today:[/rtl]
[rtl]The General Secretariat of the Council of Ministers revealed the completion rates of Chinese schools, while denying the existence of any tampering with the construction materials involved in the construction process.[/rtl]
[rtl]Haider Majeed, a spokesman for the General Secretariat, said in a press interview, “The Chinese schools, under the supervision of the General Secretariat / Department of National Projects, have achieved varying completion rates,” noting that “the first school has already been Delivered in Basra, then Diwaniyah, Karbala and Baghdad since the beginning of 2023, and a total of 250 300 schools will be delivered at the end of this year.[/rtl]
[rtl]Iraq signed 15 contracts with the Chinese companies PowerChina and Sinotec to build 1,000 schools (the Model School Buildings Project) as a first stage throughout Iraq to advance the educational reality that suffers as a result of the periods of wars and violence that the country went through .[/rtl]
[rtl]Majeed added, “The total of (1,000) schools, which represent the first phase of the project, will be delivered in July 2024,” denying “the existence of corruption and tampering with the construction materials involved in the construction process,” stressing that “The engineering secretariat teams are continuing field follow-up and did not indicate Corruption operations in any location.[/rtl]
[rtl]While a source in the Ministry of Municipalities and Construction confirmed, in a press interview, that there is pressure exerted on construction supervisors by contractors contracting with the Chinese side, in addition to the complacency of some engineers with contractors aspiring to increase their profits from tampering. with construction materials.[/rtl]
[rtl]The Voice of America network had revealed, earlier, about “drainage operations” in the Iraqi government's contracts with Power China and Sinotech to build more than 8,000 schools in Iraq, as part of the Chinese agreement to build schools.[/rtl]
[rtl]And the network indicated, "Iraq, which needs about twelve thousand schools during the next few years to meet the local need for the education sector, has contracted with the two Chinese companies to build eight thousand schools, including a first stage during which a thousand schools will be handed over.”[/rtl]
[rtl]The investigation revealed that the contracts signed with Chinese companies to provide oil in exchange for business instead of financial financing included that these companies divide projects and distribute them within sub-contracts to a group of local investors, which confirmed that it led to “reducing the funds allocated for the actual construction with the high cost of contracting.” with local investors and brokers.[/rtl]
[rtl]The network also confirmed that it had contacted the Chinese embassy in Baghdad, in addition to Sinotech and China Power companies, to obtain information about the nature of its division of contracts and whether it sets standards and conditions for implementation or follow-up, stressing that “we did not get any response from all of the aforementioned parties,” according to its description.[/rtl]

[rtl]The network concluded its report by stressing that the multiplicity of agencies executing the project, after its fragmentation and implementation by local intermediaries and investors instead of the Chinese companies themselves, led to a “deterioration” in construction standards, in addition to a “significant increase.” In the cost compared to the actual cost of construction if it was implemented before. On one hand, officially.[/rtl]
