    Baghdad today - Baghdad
Experts and observers see the importance of the Integrity Commission launching a campaign (Where did you get this from?) targeting candidates for the provincial council elections that will be held on December 18, after a 10-year hiatus.
They said that "this proactive campaign before the start of the elections is a correct and appropriate step, to reveal the financial liabilities of the candidates for the provincial council elections and scrutinize them, to ward off suspicions of corruption and the use of political money in elections."
They considered that launching this campaign would increase the chances of holding more fair elections, and limit the use of funds by power centers and candidates to influence voters’ choices and orientations.
Legal expert, Muhammad Al-Samarrai, said in a press statement, “This campaign is consistent with the seriousness of the phenomenon of corruption in all its financial, administrative and political forms, and it is urgent to ensure the integrity of those who hold important political and leadership positions in the management of state institutions and authorities.”
He added, "When the means of ascending to elected councils are in violation of the law, and involve paying money, bribes, and purchasing debts, they fall within the scope of political and functional corruption."
Al-Samarrai noted, "We are on the cusp of local elections for governorate councils this year, and there are great concerns expressed by political and academic elites and legal experts about the consequences of using political money to manipulate the election results and direct them to the rise and victory of the corrupt at the expense of those with clean hands."
He stressed that "there is no secret here the seriousness of the impact of exaggerated spending and corruption money on changing the results of the general local and legislative elections, which requires the Integrity Commission, the Department of Party Affairs, the Public Prosecutor, and the public elites to cooperate and coordinate to combat corruption and prevent the use of political money in elections."
He explained, "It is of the utmost importance for the Integrity Commission to ask the leaders of parties, blocs, and provincial council candidates to disclose their financial liabilities, to show the extent of these debts, as it is a crime punishable by the Integrity and Illicit Gain Commission law."
The legal expert promised that the integrity step of activating the law (Where did you get this from?) is “very important to ensure the integrity and transparency of the electoral process, and it needs support and diligent monitoring by public opinion and the media to uncover cases of unjustified and exaggerated spending, by parties and their candidates, and by Then accountability to prove the source of these funds and the reasons for increasing the specified spending amounts, in accordance with the instructions of the Election Commission.”
He stressed that "all of this requires the cooperation of various regulatory, governmental and popular bodies within the framework of combating corruption, protecting public funds, and preventing control over the will of voters and falsifying it with the power of illicit money."
It is noteworthy that the head of the Integrity Commission, Judge Haider Hanoun, launched the campaign “Where did you get this from?” last Tuesday. It targets candidates for the provincial council elections that will be held on December 18, after a 10-year hiatus.
Hanoun said during a press conference that the campaign is about monitoring "the inflation of candidates' funds in the upcoming local elections," adding, "We must bring honest men to the provincial councils."
The head of the Integrity Commission added, “The success of the two anti-corruption campaigns, and where did you get this from, for the provincial council candidates, requires primarily the cooperation of citizens and cooperation with the regulatory agencies to expose the corrupt.”
He called on citizens in Iraq to "read the Integrity and Illegal Gain Commission Law to know the path towards combating corruption," stressing that "citizen silence and complacency in combating corruption and punishing the corrupt increases the power of the corrupt and weakens the state apparatus."
    Coordination with the Commission
He continued: “We held an important meeting with the Independent High Electoral Commission, to oblige party candidates to disclose and submit their financial liabilities,” stressing that “the process of combating corruption is complex and complex and requires everyone’s contribution and assistance.”
