Kurdistan blocs in the “Iraqi Parliament”: There is no legal and constitutional obstacle preventing the creation of Halabja Governorate

[You must be registered and logged in to see this image.]The head of the Patriotic Union of Kurdistan bloc in the Iraqi House of Representatives, Harim Kamal Agha, said today, Monday, that the smallest right granted to Halabja is to become a governorate, stressing that there is no constitutional and legal obstacle preventing the creation of Halabja Governorate, and the vote on this issue was not postponed except for political reasons. .
Harim Kamal Agha spoke in a press conference on behalf of the Kurdistan blocs in the Iraqi House of Representatives, saying: “The Iraqi House of Representatives was scheduled to vote in its session today on the creation of Halabja Governorate, but unfortunately the political blocs in the Federal Parliament postponed voting on the paragraph related to its creation.”
He added: “We in the Kurdistan blocs visited all Iraqi political parties during the past days, and we informed them not to link the issue of the creation of Halabja Governorate to the creation of any other district or district, especially the districts that demand to be transformed into governorates, and when they complete the administrative and legal procedures, we are ready to vote in their favor.”
He pointed out that “the pretext they used today and in recent days to prevent the creation of Halabja Governorate was not expected,” adding, “We demanded that the least compensation be paid to Halabja, which is to transform it into a governorate, because of its exposure to chemical bombing and the martyrdom of a large number of its people.”
He pointed out that “there is no legal and constitutional obstacle preventing the creation of Halabja Governorate,” stressing that “if the creation of Halabja Governorate is prevented during the upcoming Parliament sessions, the Kurdistan blocs will take a position on that.”
Today, Monday, September 18, 2023, the Iraqi Parliament announced the postponement of voting on the draft law to create Halabja Governorate.
The source reported in Baghdad that the Iraqi Parliament postponed the vote on the creation of Halabja Governorate until tomorrow, Tuesday, September 19, 2023.
According to information: Postponing the vote on the creation of Halabja Governorate came at the request of a number of Shiite blocs in the Iraqi Council of Representatives.
In June 2013, the Kurdistan Regional Government announced the establishment of a governorate based in the city of Halabja, with attached districts: Halabja, Sharbazir, Penguin, and Sayed Sadiq, which were administratively linked to the Sulaymaniyah Governorate.
On March 13, 2023, Prime Minister Muhammad Shiaa Al-Sudani announced the Council’s approval of the draft law to create Halabja Governorate and its transfer to the House of Representatives to vote on it.
With the vote of the Iraqi Parliament, Halabja will be the 19th governorate in Iraq, and officially the fourth in the Kurdistan Region after Erbil, Sulaymaniyah, and Dohuk.
Transforming the city into a governorate was a popular demand for the people of Halabja, which had suffered from marginalization and injustice for many decades.
Experts say that transforming Halabja into a governorate would accelerate the pace of its reconstruction and development of its infrastructure and services, which are still suffering from the consequences of what happened thirty-five years ago.
