Observers and observers of the elections recorded the poverty of the polling stations, which are schools affiliated with the Ministry of Education, some of which suffer from a lack of electricity or loss of window glass. However, the elections took place smoothly and without any logistical complaints, while access to the election centers was safe and easy.
The Election Commission justifies the loss of some services in polling stations because they are temporary centers for one day only, and that some of them are located on the outskirts of cities.
The director of the Kirkuk Governorate Elections Office, Louay Kakai, told “La Sabah”: “These schools are polling centers, not voter registration centers, and that the polling centers are temporary centers for one day only.” He added, “We do not know about the service situation of these schools, and we have noticed that A number of them are without electricity, and we have equipped them at our own expense, with the help of the Kirkuk Electricity Directorate,” noting that “voter registration centers operate throughout the year and are equipped service-wise and logistically.”
Polling officials told “La Sabah” that they had extended the electricity wires, closed the windows, and cleaned the rows with their own efforts and at their own expense, and indicated that some of the centers were “in a deplorable state.”
For his part, writer and journalist, Salam Al-Zubaidi, called for the institutionalization of the Election Commission, and while he praised the success of the elections, he called for the provision of fixed centers for polling day.
Al-Zubaidi told “La Sabah”: “It is necessary to institutionalize the commission as the maker of the electoral process, as it manages the most basic pillar of democratic construction, which is the voting process through which the legislative and executive powers emerge.”
He added, "It is unreasonable for the headquarters of this independent body to be in schools, whether as offices or polling places."
He pointed out that “the local elections were completed perfectly, but they were not without technical and logistical problems that placed a burden on the registration center employees, who took over the schools designated for conducting the voting process without any services.” He stressed that “most of them had no electricity or doors, and the process was... It was very difficult to provide energy to the voting machines, because the schools were not qualified to manage this process, and this contributed to obstructing the work of some electoral stations.”
Al-Zubaidi stated, “In order to hold elections, whether local or legislative, fixed places must be provided for them in all governorates of Iraq, which facilitate the voting process, shorten many problems, and provide a safe environment that overcomes all past mistakes, so that employees’ efforts focus on the core of their work and do not think about How to deliver electricity, the fear of it being cut off, or how to close the doors after preparing the stations, as happened
