    Political analyst Qasim Balshan said that political bargaining may be strongly present in choosing the new Speaker of Parliament, in terms of agreeing that one of the candidates will receive the votes of some political blocs in exchange for these blocs receiving support in forming local governments for the governorates.

    Balshan told Al-Maalouma, “The provincial councils may be included in the file of choosing the new speaker of parliament, meaning that there are understandings and consultations about the local councils before deciding the presidency of parliament.”
    He added, "Bargains may be present between the political parties to ensure that one of the figures passes for the presidency of Parliament, and in return, those who support this figure receive support in obtaining local governments for some governorates."
    He explained that "the bargaining is through granting votes to the candidate for the position of Speaker of Parliament in exchange for voting in choosing personalities for positions in the new local governments. Therefore, what is happening are deals to put one of them to the presidential seat in Parliament in exchange for support in the local governments." Ended 25 n
