The mixed sector remains confused between the public and private sectors. The first says that the percentage of representation of the second in the boards of directors is the highest, and therefore it is within the private sector. The second responds by saying, yes, our representation is greater, but the final decision and opinion are for the public sector, and between this To say and say that, the mixed sector faces many difficulties and challenges, which have caused a clear decline in its developmental role, and we no longer hear its voice, in the midst of the mixed noise, coming from various directions, and if we shed a little light on an aspect of the history of the mixed sector in Iraq, we We will find many bright aspects, whether in the service, industrial or production aspects, and there are names of companies and service centers that represented an imprint on the Iraqi development scene in general, but it seems that the paths have changed, as there are those who say that there is no need for the existence of this sector, given that the private sector Able to carry out the task, and therefore the reality calls for the privatization of all activities of the mixed sector!!
Would such a procedure be correct? In my estimation, given the space that the mixed sector still occupies, and the importance of its products and services, it is not easy to go towards filling this vast area, as this will create a problem and confusion, and perhaps a new structural defect, that will afflict the development body in Iraq. Rather, other measures should be sought that can Through revitalizing the mixed sector, if we know that the best hotels currently in the capital, Baghdad, are within this sector, and on the other hand, the private sector can have an influential role in the management process, because the largest percentage of administrative bodies are For the private sector, therefore, it is possible for the mixed sector to be represented in the Private Sector Development Council, which was recently established and headed by the Prime Minister. It is certain that the presence of the mixed sector in this council will be important, in light of the importance of the activities undertaken by this sector. Its presence can contribute to solving and addressing the problems that it suffers from and that have accumulated over different periods of time, including the accumulation of debts related to taxes, those owed by ministries, and others. Not far from that, some mixed sector companies suffer from the obsolescence of their production lines, so they need to be updated. Developing and expanding these lines, and adding new ones, of course, requires financial empowerment, and this empowerment can be achieved by including these companies in the initiative of the Central Bank of Iraq, by granting them soft loans, with low financial interest, so that they can obtain raw materials and provide supplies. Production.
In view of the above, we need a serious pause, in order to reconsider empowering the mixed sector. This pause will result in taking many measures and decisions, some of which are related to the legislative aspect, as there is a need for new legislation that keeps pace with the requirements of this stage, and some of which are related to studying the reality of the situation of all... Service, production and industrial activities, which fall under the banner of the mixed sector, provided that this study is for each activity separately, as we may be facing useless activities, and these should be addressed according to an appropriate legal formula, and others represent an important development act, and these are being worked on. Supporting and strengthening it, and all of this should be part of the paths of economic reform and sound development transformation.
