    Today, Saturday (March 9, 2024), economic expert Nabil Al-Marsoumi revealed several observations about the localization of the salaries of the region’s employees, while noting that the federal government will face a new problem with Erbil.
    Al-Marsoumi said in a clarification reported to “Baghdad Today” that “the percentage of what retirees in the Kurdistan region receive is approximately between 50 and 70% of what an employee in the central government receives.”
    He added: “An example of this is a bachelor’s graduate with 40 years of service who receives a salary of 900 thousand dinars in Kurdistan, while an employee of the central government receives one million and six hundred thousand dinars,” adding, “Also, the lowest pension in the Iraqi government is six hundred thousand dinars, while the region’s minimum salaries are between 200 and 300 thousand dinars, and also in the region there is no end-of-service reward, so they will demand to be included in the amended Unified Retirement Law of 2014.”
    Al-Marsoumi pointed out, “Employees in the Kurdistan region have stopped receiving promotions and bonuses six years ago, and when their salaries are transferred to Baghdad, their job grades will certainly be changed equally with the center because the Federal Court’s decision equates the employees of Kurdistan with the center.”
    He continued, "The number of employees in Kurdistan is 658 thousand employees registered in the 2015 budget, but the number could double to one and a quarter million, and even appointments have been made in the disputed areas in the provinces of Diyala, Kirkuk, and Nineveh." 
    He continued: "For five years, there have been no appointments in the Kurdistan region except exclusively for graduates of medical schools, and graduates of the coming years will enter the arena and demand their rights to appointment, just like those appointed in Iraq."
    He stated, “The Federal Court has equated the employees of the region and the center, and in the end the amounts of salaries of retirees and employees in the region will double after they are equal in Iraq, and the final amount of the region’s current salaries may rise from 950 billion dinars to 1 trillion and 250 billion dinars.”
    Earlier, the Federal Court considered delaying and withholding the salaries of the region’s employees a violation of rights, while affirming that the decision to localize the salaries of the region’s employees was “final and binding.”
    The Federal Court confirmed, in a statement received by “Baghdad Today”, “obligating the defendants, the Prime Minister of the Federal Government and the Prime Minister of the Kurdistan Region of Iraq, to ​​provide salaries for members of all ministries, governorates, and entities not affiliated with a ministry, and all employees of other government agencies, retirees, and beneficiaries of the social protection network at banks.” The federal government operating outside the region is deducted from the region’s share specified in accordance with the budget law for this year and for the coming years and for each of the aforementioned entities in the region and its sub-districts.”
    The statement added: “Direct coordination with the Federal Ministry of Finance to implement this and approach it regarding resettlement without referring to the representation of the Kurdistan region, and all banks affiliated with the first defendant must facilitate the resettlement process and follow all necessary means for the possibility of the beneficiary being an employee or assigned to a public service or a retiree or a beneficiary of the social protection network.” On his salary at his place of residence through the outlets spread in the region or the banks open in the region licensed by the Central Bank of Iraq.
    He pointed out that "the highest official within the above-mentioned entities, ministries, entities not affiliated with a ministry, and all government formations bear responsibility for the accuracy of the data sent for the purpose of nationalization regarding the number, job grade, amount of salary or wage, and beneficiary information, and it shall be signed by the supreme president, the director of financial auditing, the director of the financial department, and the director of the human resources department." “Provided that the first defendant, the Prime Minister of the Federal Prime Minister, launches financing the salaries of employees in the region after resettlement and does not finance them through loans.”
