Today, Saturday (March 30, 2024), the Federal Integrity Commission called for stopping the exceptions granted to establishment and renewal licenses for private educational institutions, while indicating that it identified 700 private schools and kindergartens that “did not renew” their licenses in Baghdad.
The authority said in a press statement, “The team composed in the Prevention Department, which made visits to the headquarters of the Ministry of Education and a number of its affiliated directorates, and met with a number of general directors and citizens, recommended following up on the annual renewal of private institutions (schools, kindergartens, institutes) and not granting Establishing a license for schools that do not meet the conditions specified in the private and foreign education system, and unifying the area conditions for granting the license between the Ministry of Education, which stipulated that the area be (1000 m2), and the Municipality of Baghdad, which required an area of (2000 m2) to grant the license.
The statement added, “The Prevention Department, in a report, a copy of which was sent to the General Secretariat of the Council of Ministers and the Ministers of Education, Interior, Finance, Labor, and Social Affairs, the Central Bank of Iraq, and the Municipality of Baghdad, proposed that the Ministry of Education issue instructions to prevent double attendance in private schools, and commit to granting establishment licenses in schools.” The specified date is during the months of May and June of each year, not granting vacations outside that period, and taking legal measures against schools that indicated low and low success rates, indicating that the team noticed the presence of double attendance in a large number of private schools, and that the Ministry of Education granted vacations. It was established two months after the start of the school year, and the low success rates for the completed stages reached (zero%) in some schools, which indicates the low level of education and weak supervision.”
The report urged, according to the statement, “the establishment of controls to determine the maximum cost of study in private educational institutions, to limit the exaggeration of prices by investors and the imposition of high prices for admission to schools and kindergartens, as well as the establishment of controls to determine the wages of teachers, teachers and administrators, since the lack of regulation Wages led to the instability of workers and the dismissal of their services, and their replacement from time to time affected the progress of the educational process.”
He continued, "The report monitored the presence of (489) schools and (215) kindergartens in Baghdad whose licenses have not been renewed since their establishment until now or followed up by the Private Education Department; which led to a waste of public money as a result of non-payment of renewal fees to the Ministry of Education and fees." Other parties (the General Authority for Taxes, Social Security), in addition to opening (150) kindergartens without obtaining official approvals, noting that many school buildings did not observe safety procedures, as they contain a substance (sandwich panel), which poses an extreme danger. "It affects the lives of students because it is highly flammable, ginkgo is a conductor of electricity, and the presence of classrooms with completely glass walls."
