Economist Bassem Antoine revealed on Monday that the decision to adopt the tripartite budget that the Iraqi government called for since the beginning of its formation is one of the reasons for delaying the budget.
Antoine said in a statement, “The country’s economic conditions do not make it capable of implementing a tripartite budget,” noting that “Iraq’s economy is rentier and depends primarily on oil imports.”
He continued, “The Ministry of Finance and Planning and the House of Representatives are responsible for delaying the budget,” considering them “in violation because of exceeding the country’s fiscal year.”
He noted that “the budget deficit, which the government claims is planned, will become a disaster if oil prices decline.”
Antoine concluded Haditha: “We are surprised by the delay in sending the budget schedules, especially since the budget is routine, with specific deficits, revenues, and spending, and there is nothing new in it,” stressing “expediting its approval in order to manage the country’s economic affairs.”
Observers believe that many service projects have been halted due to the absence of financial allocations, while the Parliamentary Finance Committee announced that the Ministry of Finance has completed the schedules for preparing the 2024 budget, and said that the Council of Ministers will approve it in March to be sent to Parliament after that.
