    It seems that the Ministry of Health is "urgent" to implement the suspension of the appointment of health and medical professionals centrally and to transfer their appointment to "according to need", and before voting on amending the law of health professionals in the first place, as the Ministry of Health has only appointed about 45% of the total graduates of health professions in all their specializations this year.

    Hundreds of health professions graduates of 2023 demonstrated in front of health departments in all governorates, as well as in front of the Ministry of Health and in front of the Federal Public Service Council, demanding appointment in accordance with Health Professions Law No. 6 of 2000, which requires the state to appoint health and medical professionals through central appointment immediately upon their graduation.



    One of the protesting dentistry graduates told Sumaria News, “The Minister of Health promised us that we would be appointed in September, but we were surprised by his statement saying that there are no financial allocations,” noting that the law requires the minister to appoint us, but he says to only take those he needs.

    For his part, Ali Hassan, a graduate of the Technical Medical Institute in Diwaniyah, said, “We, the 2023 graduates of all medical and health colleges, demonstrated in front of the health departments of the governorates, the ministry, and the Civil Service Council, and we demand the implementation of the law on the appointment of health professionals without procrastination and delay,” stressing that the graduates will continue the protests and turn into an open sit-in until the appointment.

    The Ministry of Health complains of an "accumulation and surplus" of many medical and health specialties, especially dentists and pharmacists, as the ministry suffers from a shortage of only doctors and nurses. Therefore, the parliament is moving to amend the Medical and Health Professions Law, as this amendment will cancel the central appointment of all graduates of medical and health professions colleges, and make appointments only according to the ministry's needs, and the ministry's needs are limited to doctors and nurses in reality, which means that dentists, pharmacists, analysts and medical technicians will not see appointments soon and for several years to come after the enactment of the law, which has completed its first reading.

    The Ministry of Health implemented this approach early, as it seems, and before the law was originally amended, as between 25 and 29 thousand graduates of medical and health professions were appointed this year out of 60 thousand graduates, as these were appointed "according to need."
