    Masoud Barzani did not abide by the Paris court’s decision to stop the export of Iraqi oil to Turkey, as the leader of the ruling Democratic Party in the region went towards smuggling oil to Turkish territory in tankers, through the lands of Nineveh and the Zilkan region, where the largest military base controlled by Turkish forces is located inside Iraqi territory, as this illegal presence comes to serve the interests of Barzani and Erdogan.
    It seems that the silence of the federal government on these actions is due to political interests, especially since everyone knows that Barzani is smuggling oil, the revenues of which go to the ruling family, without delivering a single dollar to Baghdad. However, the matter is different with OPEC, which exposed the game and held Baghdad responsible for the quantities of oil smuggled to Turkey, as the organization obliged Baghdad to reduce production by 220 thousand barrels per day.
    The former representative of Nineveh province, Mohammed Al-Shabaki, confirmed to /Al-Maalouma/ that "most of the oil smuggling operations from Kurdistan towards Turkey pass through the Sheikhan junction in Nineveh province, especially since this location is close to the oil fields in the Alqosh and Al-Hamdaniya areas, as well as the oil wells in Sheikhan."
    He added, "The Zilkan base, which is controlled by Turkish forces in the Sheikhan area, is located at the crossroads of the Iraqi oil smuggling operations towards Turkey, where these operations are carried out by tankers."
    He explained that "the presence of this base comes to protect oil smuggling operations towards Turkish territory, and to ensure the arrival of tankers to the border. In addition, this base worked to contain terrorists and leaders of the terrorist ISIS during the liberation operations and transfer them to Turkish territory. Therefore, there are many question marks about the continued presence of this base on Iraqi territory and the government's failure to take action towards it." 
    On the other hand, a member of the Parliamentary Finance Committee, Mustafa Sand, said in a post on social media, followed by / Al-Maalouma /, that "the Secretary-General of OPEC visited Iraq and asked the government to reduce production in compliance with the decision of (OPEC Plus)."
    He added, "The organization informed Iraq that the region exports 5% of its production through tankers, which is considered under OPEC's approved sources and published in the stock exchanges and bulletins approved by the energy market, and is calculated on the country's share, and the quantity required to be reduced from (130 to 220) thousand barrels per day." 
    Former MP Ghaleb Mohammed warned in an interview with Al-Maalouma that "Iraq will enter a new maze if OPEC finds out that Barzani's party is smuggling oil towards Turkey," saying that "the ruling party in the region, led by Masoud Barzani, continues to steal oil and smuggle it towards Turkish territory via tankers."
    He added, "The oil is smuggled from the region to Turkish territory. If the Organization of the Petroleum Exporting Countries (OPEC) learns of this act, it will work to reduce Iraq's export quota according to the quantities smuggled from the region abroad."
    He pointed out that "the federal government must deal with the oil companies operating in the region in order to get rid of their dues and ensure that oil is not smuggled out of the country, without entering into a spiral with OPEC." 
    On the other hand, political analyst Qasim Al-Tamimi, during his interview with /Al-Maalouma/, said that "there are great risks to the regions of northern Iraq in light of the presence of Turkish forces and their control over some military bases, the largest of which is the Zilkan base in Bashiqa in Nineveh Governorate."
    He added, "The Turkish presence is backed by a number of goals, the most prominent of which is achieving political and expansionist interests for Turkish President Recep Tayyip Erdogan, in addition to the economic ambitions and common interests between Ankara and Erbil, especially since the region continues to export oil despite a judicial decision from the Paris Court obligating Iraq not to export oil to Turkey."
    He pointed out that "Baghdad is silent on the presence of Turkish forces in the north of the country, and this serves the interests of the regional government led by Masoud Barzani, as it will be able to achieve its economic interests through unofficial or smuggled oil exports to Turkey."
