    The expert in the international borders and waters file, Jamal al-Halbousi, confirmed today, Saturday (October 5, 2024), that the navigation agreement signed in 2012 and ratified in 2013 by the Iraqi Council of Representatives was done in a hasty and incorrect manner from a legal and individual standpoint.
    Al-Halbousi said in a statement to Baghdad Today, "Kuwait exploited this agreement to establish two artificial islands, (Fisht Al-Aish) and (Fisht Al-Qaid), with the aim of circumventing international law and drawing a baseline to define maritime areas."
    He explained that "Kuwait established the Boubyan platform for marine guidance, although the agreement stipulates that the guidance process for ships passing through Khor Abdullah must be through the Kuwaiti port of Ashwakh and the Iraqi port of Umm Qasr.
    He added, "Kuwait adopted security protocols signed in 2008 between the command of the Iraqi and Kuwaiti naval forces, which led to the demarcation of a new border line after Marker 162," which Halbousi considered a fraud against the Iraqi naval command and the ports directorate.
    Al-Halbousi stressed that "Kuwait issued an Amiri Decree No. 317 of 2014, in which it defined its maritime areas from the new baseline, which led to the closure of Iraqi maritime areas," noting that "there were interventions by the Kuwaiti embassy on some Iraqi officials through relations and gifts, which affected Iraq's interests."
    He called for "the necessity of confronting Kuwaiti violations and working to protect Iraqi maritime rights through joint diplomatic, legal and technical efforts."
