While an agreement was reached last September between the United States and Iraq on the transitional phase of the international coalition mission against ISIS in Iraq and its end by 2026, the Finnish government announced yesterday its intention to withdraw its soldiers and advisors within the mission of training Iraqi forces, numbering 75 soldiers, by the end of this year, while continuing its commitment to assist Iraq and support its security forces through the NATO mission, indicating that this decision has nothing to do with the recent events in the Middle East.
The Finnish Foreign Ministry said in a statement on its official website on Tuesday, October 15, that it will end its mission within the coalition forces in Iraq by the end of this year, after spending ten years in the military mission in the coalition to eliminate ISIS in the field of training, advice and assistance, noting that it joined the coalition mission in Iraq in 2015 and that Finland will continue to support the security sector in Iraq through its mission in the NATO coalition in Iraq and the European Union Civilian Assistance Mission.
The statement by the Finnish Foreign Ministry indicated that Finland has had a strong contribution to the missions of the international coalition against ISIS led by the United States since the coalition missions were launched in 2014, noting that the United States and Iraq reached an agreement in September 2024 on a transitional phase to end the coalition missions in Iraq.
In recent years, Finland has had 75 soldiers present in Iraq as part of the coalition mission, serving in training and advisory missions as well as administrative cadres and support and assistance missions. The Foreign Ministry said in its statement that Finland's participation in the international coalition mission was of great benefit, noting that the current decision regarding Finland's participation in the coalition mission was taken in 2022 to continue for two years and will end at the end of this year 2024.
The statement said that Finland will continue its commitment to the international coalition to defeat ISIS and support the Iraqi security forces through its participation in the NATO mission in Iraq and the European Union's civilian crisis management mission, noting that the decision to end its contribution and withdrawal is not related to recent events in the Middle East. The
Finnish government said that it will continue to support stability in the Middle East through its participation in the United Nations Interim Force in Lebanon (UNIFIL) with a contribution of approximately 200 soldiers, which is the largest Finnish participation in emergency forces.
In addition, the Finnish Foreign Ministry says that it will continue to support international navigation and security operations in the Red Sea, and that it is also committed to participating in the efforts of the United Nations Mission in Iraq (UNMIS) to maintain peace in the Middle East.
The international coalition against ISIS was formed in September 2014, led by the United States, with the participation of 87 countries, after ISIS militants overran large areas of Iraq and displaced millions of people from their homes in Nineveh, Anbar, Salah al-Din and Diyala. After three years of military campaigns launched by Iraqi forces with the support of the international coalition, ISIS was defeated and the Iraqi government declared victory over it in 2017. Since 2021, the US military has announced the end of its combat mission in Iraq and the transition to missions limited to providing advice and training, as it now retains 2,500 soldiers in the country.
On September 6, 2024, Washington and Baghdad reached an agreement and understanding on a plan for the withdrawal of US-led coalition forces from Iraq. According to sources, the plan stipulates the exit of hundreds of coalition forces by September 2025 and the rest by the end of 2026.
The US Department of Defense, the Pentagon, announced last January the start of meetings of the Supreme Military Committee between the United States and Iraq to discuss moving the coalition mission to a new level focusing on bilateral relations between the two countries in the military, security, economic and cultural fields.
The agreement comes after more than six months of talks between Baghdad and Washington, which Iraqi Prime Minister Mohammed Shia al-Sudani began in January amid attacks by Iraqi armed factions on US forces stationed in bases in Iraq.
