    Today, Friday (October 25, 2024), the leader of the Hikma Movement, Furat Al-Tamimi, warned of a grave mistake in the administrative units file that will create widespread popular discontent in Diyala Governorate.
    Al-Tamimi said in an interview with Baghdad Today, "The formation of a new government in Diyala and the issuance of promises of fundamental changes in the administration and giving a chance to the competent gave the public a sense of reassurance," adding, "But everyone was surprised by the return to the past through voting on the directors of the administrative units of the districts and sub-districts by the provincial council, which generated remarkable popular discontent in the past two days."
    He added that "the selection of unit managers cannot be based on the principle of favoritism, political affiliation and kinship," stressing "the importance of giving a role to competencies while taking into account professionalism."
     He stressed that "what happened was a grave mistake that will have consequences," noting that "the messages of change seem not to be implemented on the ground in light of the policy of division between the parties, far from slogans of competencies."
    Al-Tamimi pointed out that "the rooting of the principle of choosing those who hold positions based on kinship or political or tribal affiliation has its consequences in the Diyala scene and will create problems," stressing "the importance of openness to the people in the administrative units and listening to their opinions directly."
    Late on Wednesday evening (October 23, 2024), the Diyala Provincial Council held an official session attended by the majority of its members, to decide on the vote on the names of district and sub-district directors, in order to get out of the controversy over a file that had been delayed for weeks, despite several negotiations that took place between the leaders of its political elite in order to proceed with its options, especially since the political entitlement was strongly present in order to determine the compass of the names.
    But the surprise is that the names of those who were voted for did not go beyond the lists of political and tribal affiliations, even family affiliations, which sparked popular anger that took the form of harsh criticism on social media platforms amid questions about the meaning of the change that the political forces pledged as they tried to impose their control over positions and exclude independents, according to analysts.
    Ghassan Ali, a lawyer, said in an interview with Baghdad Today, "Popular discontent with the way Diyala Council members vote is present, and it seems that the rule of families has become a reality. He asked, what is the benefit of calling for candidates to present their biographies if the names are decided in advance?"
    He added, "Family rule is a reality that cannot be changed, and the truth has begun to be revealed to public opinion that all promises of change and continuing to give priority to experience and competence have gone down the drain."
     As for Musa Al-Lami, a politician, he pointed out that “the distribution of positions among the political forces did not depend on loyalty and affiliation to this party or bloc, but rather it turned into a family inheritance,” stressing that “there is popular anger and resentment, even among the party’s audience.”
    He added in an interview with "Baghdad Today", that "the positions were decided at a late hour without any media coverage, all of which raises question marks without any convincing answers," noting that "the positions have turned into something like a "cake" that has been divided, and the biggest losers are the independents."
