The country's political parties agreed to resolve the issue of the parliament presidency in the next session, after a series of intensive negotiations between the various blocs.
This agreement comes within the framework of efforts to overcome the ongoing political stalemate, as political forces seek to agree on a leadership figure to manage parliament in the next phase.
The next session is expected to witness a decisive vote to determine the Speaker of Parliament, in a step considered important to enhance political stability and complete constitutional entitlements.
Member of Parliament Yasser Al-Husseini stated that all political parties agreed to resolve the issue of the presidency of the House of Representatives during the next session.
Al-Hussaini said, “Agreements were reached between all political forces to resolve the crisis of the presidency of the House of Representatives without resorting to introducing new candidates and disrupting the internal regulations of the Council and limiting the competition between the candidate of the Progress Alliance, Mahmoud Al-Mashhadani, and Salem Al-Issawi, the candidate of the Sunni Alliance, with the exception of Progress.”
He added, "The country's need, at this stage in which the corruption pandemic has spread, the interrogation of corrupt people has stopped, and voting on various legislative decisions that affect the citizen has been disrupted, requires resolving the crisis of the parliament presidency and naming a new speaker for the council."
He added, "The next session will be decisive in electing a new parliament speaker."
For his part, the leader of the State of Law Coalition, Haider Al-Lami, confirmed that the new Speaker of Parliament will be in office on Tuesday of next week, noting that there is insistence, movement and a call from the Coordination Framework to resolve the issue of the aforementioned position.
Al-Lami said, "The presidency of Parliament will be decided soon, especially since there is insistence from the Coordination Framework to end this file after a long wait."
He added, "The framework called for resolving the issue of choosing the new president of the House of Representatives, and all matters are moving in this direction during the coming week, especially since there is political movement towards this issue."
He pointed out that “Tuesday of next week will witness the presence of the new president in his seat inside the parliament, and there is support for Mahmoud Al-Mashhadani to be the speaker of the council for the remaining period of the parliament’s life,” noting that “the presidency of the parliament must be decided soon, especially in light of the current circumstances and the regional situation surrounding the country.”
On November 14, 2023, the Federal Supreme Court, “the highest judicial authority in Iraq,” decided to terminate the membership of Parliament Speaker Mohammed al-Halbousi, following a lawsuit filed against him by MP Laith al-Dulaimi, in which he accused him of forging his (al-Dulaimi’s) resignation from the House of Representatives. As a result, the Federal Court ruled to terminate their membership (al-Halbousi and al-Dulaimi).
On November 21, 2023, the Iraqi Parliament decided to officially terminate the membership of Parliament Speaker Mohammed al-Halbousi.
Since then and until last June, the House of Representatives held many sessions to elect a new Speaker of the House, but the differences between the Sunni political forces prevented this.
